Amends the Metropolitan Water Reclamation District Act. Makes a technical change in a Section concerning the short title.
Amends the Medical Practice Act of 1987. Makes changes concerning the prohibition against fee splitting. Provides that a failure to provide copies of medical records as required by law may be grounds for disciplinary action (rather than failure to transfer copies). Removes the phrase "provide medical direction" from provisions that make the inability or repeated failure to adequately collaborate with a licensed advanced practice nurse grounds for disciplinary action. Effective immediately.
In the Regulatory Sunset Act, changes the repeal date for the Illinois Architecture Practice Act of 1989 from January 1, 2010 to January 1, 2020. Amends the Illinois Architecture Practice Act of 1989. Removes the provision concerning the invalidity of a building permit issued with respect to technical submissions that do not conform to the requirements of the Act. Provides that it is unlawful to affix one's seal to technical submissions if it masks the true identity of the person who actually exercised responsible control of the preparation of such work (rather than prohibiting a person from deviating from the technical submissions without the prior approval of the licensed architect for a project). Makes changes to provisions concerning the powers and duties of the Department and the Board. Removes a provision creating a complaint committee. Provides that the Department is not required to issue any certificate, credential, or other official document indicating a person has been granted the title "Architect, Retired". Makes changes to provisions concerning disciplinary grounds and investigations. Makes other changes. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Department of Healthcare and Family Services for home health care services. Effective July 1, 2009.
Amends the State Mandates Act; makes a technical change in a Section concerning the short title. Amends the Nursing Home Care Act; makes a technical change in a Section concerning the short title.
Amends the State Employee Article of the Illinois Pension Code. Provides the alternative (State police) retirement formula for certain automotive mechanics employed by the Illinois State Toll Highway Authority who are assigned to retrieve or repair State vehicles on State highways or tollways and certain sign hangers employed by the Department of Transportation. In provisions concerning the alternative retirement formula, removes references to obsolete job designations of the Illinois State Toll Highway Authority. Includes language concerning new benefit increases. Effective immediately.
Amends the Professional Engineering Practice Act of 1989. Makes a technical change in a Section concerning the short title.
Amends the Higher Education Student Assistance Act. Provides that bonds issued in accordance with the Act may be designated by the Illinois Student Assistance Commission as guaranteed by the State of Illinois. Provides that this guarantee shall constitute a general obligation of the State of Illinois, with the full faith, credit, and resources of the State of Illinois irrevocably pledged for the punctual payment of the principal of, interest on, and premium, if any, on any such bond. Provides that these provisions are irrepealable until all such bonds are paid in full as to both principal and interest. Provides that any bonds designated pursuant to these provisions shall be issued by the Commission on or prior to December 31, 2009 and shall be limited in aggregate principal issuance amount to not greater than $50,000,000. Sets forth provisions concerning appropriations for insufficient amounts, a continuing appropriation for insufficient appropriations, the rights and powers of the Commission not being impaired, and allowing a civil action to compel payment. Effective immediately.
Amends provisions concerning health care benefits for the Chicago Transit Authority in the Illinois Pension Code. Provides that the Retiree Health Care Trust shall be solely responsible for providing health care benefits to eligible retirees and their dependents and survivors upon the exhaustion of the account established by the Retirement Plan for Chicago Transit Authority Employees pursuant to Section 401(h) of the Internal Revenue Code, but no earlier than January 1, 2009 and no later than July 1, 2009 (rather than by no later than July 1, 2009, but no earlier than January 1, 2009). Provides health care coverage through a health maintenance organization may be provided at 100% (while certain health care benefit programs established by the Board of Trustees are limited to 90% coverage for in-network services or 70% coverage for out-of-network services). Makes changes concerning the annual assessment of the funding levels of the Retiree Health Care Trust. Provides that any retiree hired on or before September 5, 2001 who retires with 25 years or more of continuous service, shall be eligible for retiree health care benefits upon retirement in accordance with any rules or regulations adopted by the Board of Trustees. Provides that the Board of Trustees may adopt rules and regulations providing for the refund of the total contributions made by employees who are not eligible for retiree health care benefits or who elect to waive retiree health care benefits. Makes other changes. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
