GEOLOGIST LICENSING ACT-SUNSET

Amends the Regulatory Sunset Act. Extends the repeal date of the Professional Geologist Licensing Act from January 1, 2016 to January 1, 2026. Effective immediately.

DAY LABORERS-DISCRIMINATION

Amends the Day and Temporary Labor Services Act. In the Section containing legislative findings, adds a finding that temporary laborers are vulnerable to discriminatory practices. Defines "day or temporary labor applicant". In a Section concerning recordkeeping, provides that the day and temporary labor service agency shall keep a record of the race, ethnicity, and gender of each day or temporary laborer or day or temporary labor applicant, as provided by the person who requests employment with or is contracted by the day and temporary labor service agency (instead of "the race and gender of each day or temporary laborer sent by the day and temporary labor service agency"). Provides that the day and temporary labor service agency shall provide each day or temporary labor applicant with and retain a copy of a written notice signed by an employee of the day and temporary labor agency and specifying the date, time, and location the applicant requested employment. Provides that at the time of annual registration, the day and temporary labor service agency shall submit to the Department of Labor, on a form created by the Department, a report containing the information required by the new provisions, grouped by branch office, in the aggregate for all day or temporary laborers assigned within this State in the prior year. Provides that in the case of a health and safety or notice violation, a private right of action exists for compensatory damages and an amount between $50 and $500 for each violation (instead of "up to $500 for the violation"). Makes corresponding changes.

GAMING-VARIOUS

Amends the Illinois Horse Racing Act of 1975 and the Riverboat Gambling Act to authorize electronic gaming at race tracks (and makes conforming changes in various Acts). Further amends the Illinois Horse Racing Act of 1975. Makes various changes concerning Board members. Contains provisions concerning testing of horses. Further amends the Riverboat Gambling Act. Changes the short title to the Illinois Gambling Act and changes corresponding references to the Act throughout the statutes. Adds 4 additional owners licenses. Authorizes the Illinois Gaming Board to conduct gambling operations on a riverboat or in a casino, through a licensed manager, within the City of Chicago. Provides that the City of Chicago shall select the site for the operation and acquire, upon consultation with the Capital Development Board, any land necessary for its construction, including by condemnation or eminent domain, and the City of Chicago shall convey to the Illinois Gaming Board property so acquired upon reimbursement, plus reasonable interest costs, to the City of Chicago. Requires the Capital Development Board to construct, repair, and maintain, or contract for and supervise the construction, repair, and maintenance of, facilities for use by the Board to conduct the gambling operations. Limits the number of positions that may be operated. Provides that no admissions tax shall be imposed upon admissions. Makes changes in provisions concerning the admission tax and privilege tax. Amends the Illinois Horse Racing Act of 1975, the Riverboat Gambling Act, and the Video Gaming Act to prohibit political contributions from certain licensees. Makes other changes. Contains a severability clause. Effective September 1, 2015.

POWER AGENCY REPORT-PROCUREMT

Amends the Illinois Power Agency Act. Provides that the Illinois Power Agency shall issue a report evaluating the implementation of the electric supply procurement requirements and processes set forth in the Act through the period ending May 31, 2015. Provides for repeal of the provisions on January 1, 2017. Effective immediately.

MINORITY INTERNSHIP PROGRAM

Amends the Illinois Police Training Act. Provides that local law enforcement agencies, in conjunction with local school districts serving grades 9-12 and local community colleges, may create Minority Internship Recruitment Programs that focus on preparing minority youth for careers in law enforcement. Provides that the internships shall provide college credit for the participants. Further provides that the Illinois Law Enforcement Training and Standards Board, the State Board of Education, and the Illinois Community College Board shall determine the guidelines for the programs. Provides that the Illinois Law Enforcement Training and Standards Board may adopt rules to implement this Section.

ICC-TECH-INNOVATIONS REPORT

Amends the Public Utilities Act. Provides that no later than June 30, 2017, the Illinois Commerce Commission shall issue a report evaluating whether the provisions of the Act are sufficient to allow consideration and, where appropriate, implementation of technological and other innovations that benefit electric utility customers. Effective immediately.

ELEVATOR SAFETY-FIRE MARSHAL

Amends the Elevator Safety Act. Provides that the Office of the State Fire Marshal (rather than the Elevator Safety Review Board) shall authorize the issuance of elevator contractor's licenses, elevator mechanic's licenses, inspector's licenses, and inspection company licenses. Further provides that the Board no longer has the power to establish fee schedules for inspections of conveyances. Requires that the Board prescribe an inspection form, which shall be the only inspection form used by a person, company, or home rule unit licensed to inspect conveyances under the Act. Provides that all applications for a contractor's or inspection company license shall contain a copy of the Certificate of Authority to transact business in the State from the Secretary of State for corporations registered in another state, a certificate of good standing for corporations registered in Illinois, and an assumed name certificate issued by the Illinois county in which the business is located for a sole proprietor or partnership. Requires that all injuries caused by a malfunctioning conveyance be reported to the Office of the State Fire Marshal within 2 business days.
