Amends the Sex Offender Registration Act. Makes a technical change to the penalty Section.

Amends the Alzheimer's Disease Assistance Act and the Excellence in Academic Medicine Act. Provides that Alzheimer's disease and related disorders affect an estimated 4,500,000 (rather than 1,500,000) Americans and approximately 200,000 (rather than 111,000) Illinois citizens. Provides that the Alzheimer's Disease Advisory Committee shall review and evaluate State programs and services provided by State agencies that are directed toward persons with Alzheimer's disease and related dementias, and recommend changes to improve the State's response to this health problem. Provides that payments to hospitals affiliated with each Regional Alzheimer's Disease Assistance Center shall be effected through the Illinois Department of Public Aid under the Excellence in Academic Medicine Act. Creates the Alzheimer's Disease Center Fund (and amends the State Finance Act to include the fund as a special fund in the State treasury). Creates an Alzheimer's Disease Center Program to provide financial incentives to the Regional Alzheimer's Disease Assistance Centers established under the Alzheimer's Disease Assistance Act.

Amends the School Code. Creates a K-3 class size reduction grant program to be implemented and administered by the State Board of Education. Provides that only those schools that are on the early academic warning list or academic watch list and that maintain grades K-3 are grant eligible. Limits use of the grant funds to operating and maintaining classes in grades K-3 with a class size of no more than 20 pupils. Effective immediately.

Amends the Abandoned Newborn Infant Protection Act. Provides for relinquishment of a newborn infant to a police station (in addition to a hospital, fire station, or emergency medical facility). Provides that "police station" means a municipal police station or a county sheriff's office. Provides that a police station to which a newborn infant is relinquished must arrange for the transportation of the infant to the nearest hospital as soon as transportation can be arranged. Effective immediately.

Amends the Illinois Highway Code. Provides that any agency or instrumentality of the State of Illinois may seek recovery for the cost of the repair or replacement of damaged or destroyed roadway property, including road safety equipment and emergency equipment, and related emergency service charges. Provides that depreciation may not be used as a factor in determining the cost of the damaged or destroyed roadway property for which recovery is sought. Effective immediately.

Amends the Office of Banks and Real Estate Act. Requires the Commissioner of Banks and Real Estate to work in cooperation with the Director of Aging to ensure that all financial institutions regulated by the Office of Banks and Real Estate participate fully in the Department on Aging's financial exploitation of the elderly intervention program. Effective immediately.

Amends the Unified Code of Corrections. Provides that the court shall sentence the defendant to a consecutive sentence when one of the offenses that the defendant was convicted of was concealment of homicidal death or dismembering a human body. Effective immediately.

Amends the Community Senior Services and Resources Act. Authorizes the Director of Aging to accept monetary bequests and gifts for deposit into the Community Senior Services and Resources Fund. Directs the Department on Aging, in conjunction with the Community Senior Services and Resource Center Advisory Committee, to design an awareness campaign that can be implemented by senior services and resource centers at their individual expense. Effective immediately.
