Amends the Code of Criminal Procedure of 1963. Provides that the court may not grant bail for an offense committed while the defendant is on bail for first degree murder or attempted first degree murder and shall revoke bail previously granted to the defendant if the defendant has been released on bail for the offense of first degree murder or attempted first degree murder and has failed to appear to answer the charge or charges for first degree murder or attempted first degree murder in the court having jurisdiction on a day certain and thereafter as ordered by the court until discharged or final order of the court.

Amends the Agricultural Areas Conservation and Protection Act. Makes a technical change in a Section concerning the short title.

Amends the Illinois Income Tax Act. Removes a provision that requires a taxpayer to add to federal adjusted gross income, to arrive at base income for Illinois income tax purposes, distributions from a qualified tuition program under Section 529 of the Internal Revenue Code other than distributions from the College Savings Pool or the Illinois Prepaid Tuition Program to the extent those distributions were excluded from income in arriving at federal adjusted gross income. Amends the State Treasurer Act and further amends the Illinois Income Tax Act to allow an income tax deduction for moneys contributed in the taxable year to the College Savings Pool, the Illinois Prepaid Tuition Program, or to any other qualified tuition program under Section 529 of the Internal Revenue Code (now, a $10,000 maximum deduction is limited to contributions to the College Savings Pool or the Illinois Prepaid Tuition Program). Effective immediately.

Amends the State Employee Group Insurance Act of 1971. Changes the maximum period in which a State employee on leave of absence to hold an elected union office may continue to pay for insurance coverage from 24 months to 72 months. Effective immediately.

Amends the Illinois Vehicle Code. Provides that a person under the age of 19 years may not use a cellular or other mobile telephone while driving. Provides that the provision does not apply to specified communications regarding emergency situations. Provides that a violation is a petty offense punishable by a fine of $100.

Amends the Illinois Insurance Code. Removes a repeal date from a Section concerning the Standard Non-forfeiture Law for Individual Deferred Annuities. Effective immediately.

Amends the Employee Benefit Contribution Act. Makes a technical change in a Section concerning the failure to make payments to an employee health insurance plan.

Amends the Abuse Prevention Review Team Act. Makes a technical change in a Section concerning the Act's relationship to other Acts.

Amends the Illinois Vehicle Code. Provides that the ongoing traffic stop statistical study shall continue without an ending date (rather than terminating on December 31, 2007).

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that certain tax exemptions apply from the effective date of the legislation that created the exemptions through June 30, 2011. Amends the Property Tax Code. Extends the date of repeal of a Section concerning the assessment of vegetative filter strips from December 31, 2006 to March 1, 2007. Effective immediately.
