Amends the Illinois Public Aid Code. Makes technical changes in a Section describing the termination of the AFDC program and the beginning of the TANF program.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that a teacher, member, or contributor who has left validated service and later re-enters validated service as a teacher, member, or contributor must acquire one year of additional validated service in order to be eligible (A) to retire on a pension at a rate and under conditions other than those in force or attained at the time he or she left validated service and (B) to receive reimbursement for the cost of health insurance coverage or health insurance premium payments. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Regional Transportation Authority Act. Makes a technical change in a Section concerning the general powers of the Suburban Bus Board.
Amends the School Code. Provides that the State Board of Education shall have the necessary powers to promote sound management of Illinois public schools. Allows the State Board to certify that a school district, other than the Chicago school district, is in management difficulty if the school district has been engaged in a continuing and repeated pattern of documented and substantiated mismanagement. Under certain circumstances, allows the State Board to require the development of a school district management improvement plan, advise a school district on recommended or suggested methods of improving managerial success, and appoint a Management Oversight Panel for the school district. Sets forth provisions concerning the composition and duties of a Management Oversight Panel and allows for a combined Management Oversight Panel and Financial Oversight Panel in certain circumstances. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Toll Highway Act. Makes a technical change in a Section regarding the filing of bonds by the board of directors.
Amends the Regulatory Sunset Act. Extends the repeal date for the Radiation Protection Act of 1990 from January 1, 2011 to January 1, 2021. Effective immediately.
Amends the Illinois Medical District Act. Makes a technical change in a Section concerning the short title.
Amends the Chicago Teacher Article of the Illinois Pension Code. Accelerates the initial annual increase in retirement pension to the January following the first anniversary of retirement. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Business Corporation Act of 1983. Makes a technical change in a Section concerning franchise taxes payable by domestic corporations.
Amends the Illinois Public Accounting Act. Makes a technical change in a Section concerning the short title.
