PENCD-CHGO TCHR-REFUND-AUGMENT

Amends the Chicago Teacher Article of the Illinois Pension Code. Eliminates the required contribution for converting past service to the augmented retirement formula, and provides for a refund of such contributions already paid. Also provides for recalculation of the pension and a lump sum payment of the difference between the augmented and unaugmented rates for certain pensioners. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

PROP TX-OVERPAYMENTS

Amends the Property Tax Code. In a Section concerning refunds for erroneous assessments or overpayments, provides that, if the right to a refund arose on or after January 1, 2000, a claim for refund shall not be allowed unless a petition is filed with the circuit court or a claim is made to the county collector within 10 years after the date the right to a refund arose (now, a claim is not allowed unless a petition is filed within 5 years from the date the right to a refund arose). Provides that each county collector must maintain payment image records for a minimum of 10 years after the date of payment.

DENTAL PRAC-BOARD MEMBERSHIP

Amends the Dental Practice Act. Provides that upon the first vacancy created by the resignation or term expiration of a dentist member of the Board of Dentistry occurring on or after the effective date of the amendatory Act, a dental hygienist shall be appointed to fill that vacancy and the Board shall thereafter be composed of 7 (rather than 8) members who have been dentists for a period of 5 years or more, 3 (rather than 2) members who have been dental hygienists for a period of 5 years or more, and one public member. Effective immediately.
