Creates the Afterschool Youth Development Project Act. Provides that because it is the policy of this State to provide all young people between the ages of 6 and 19 with access to quality afterschool programs through a State commitment to sufficient and sustainable funding for programs that promote positive youth development, the Illinois Youth Development Council is created. Provides that the purpose of the Council is to provide oversight and coordination to the State's public funds currently invested to support positive youth development programs and activities and to set system-wide policies and priorities to accomplish 5 specified objectives. Provides that the Council shall be governed by a board of no less than 28 and no more than 32 members and that the Council shall reflect the regional, racial, socio-economic, and cultural diversity of the State to ensure representation of the needs of all Illinois youth. Contains provisions concerning Council member appointments; the establishment of an independent Youth Advisory Group; the major objectives of the Council; afterschool demonstration programs; reporting requirements; and other matters. Provides that the Council shall be created within the Department of Human Services and that the Department shall provide resources to the Council including administrative services and data collection. Effective immediately.

Amends the Whistleblower Reward and Protection Act and changes the short title to the Illinois False Claims Act. Provides that penalties are remedial, not punitive, and are not precluded by any criminal prosecution. Defines "obligation" and "material". Provides relief necessary to make an employee, contractor, or agent (instead of an employee) whole from a retaliatory job action taken against him or her because of the person's lawful act to stop a violation of the Act. Provides that the State may intervene in an action brought under the Act and that, for statute of limitations purposes, a State claim is timely if the claim arises out of the conduct that is asserted in the complaint. Makes other changes. Amends the Illinois Procurement Code by making a conforming change. Effective immediately.
Amends the Deposit of State Moneys Act. Makes a technical change in a Section concerning investment in minority-owned financial institutions.
Amends the Juvenile Court Act of 1987. Provides that a statement, admission, confession, or incriminating information made by or obtained from a minor or parent or guardian as part of any behavioral health screening, assessment, evaluation, or treatment, whether or not court-ordered, shall not be admissible as evidence against the minor on the issue of whether the minor committed a delinquent act in a juvenile court proceeding or on the issue of guilt in a criminal proceeding.
Amends the Barber, Cosmetology, Esthetics, and Nail Technology Act of 1985. Changes the short title to the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985. Provides for the licensure of hair braiders and hair braiding teachers. Defines "hair braiding". Provides that a person licensed as a cosmetologist may engage in the practice of hair braiding without being licensed as a hair braider. Provides that a person licensed as a cosmetology teacher may teach hair braiding without being licensed as a hair braiding teacher. Sets out provisions concerning qualifications for licensure and renewal, including continuing education requirements. Provides that hair braiding schools may establish an internship program. Provides that the Department shall take no action against any unlicensed hair braider for acts that occurred prior to the effective date of the amendatory Act. Replaces all references to "Director" in the Act with "Secretary". Defines "Secretary", "licensed hair braider", and "licensed hair braiding teacher". Makes other changes. Updates cross-references to the new short title in the Regulatory Sunset Act and the Unified Code of Corrections.
Amends the Medical School Matriculant Criminal History Records Check Act. Provides that compliance with the criminal history record checks required by specified provisions may also be accomplished through the use of a criminal history record check entity approved by the Department of Financial and Professional Regulation. Provides that each requesting medical school is solely responsible for payment of any fees associated with the use of a criminal history record check entity approved by the Department of Financial and Professional Regulation. Effective immediately.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the supervision of persons on parole or mandatory supervised release.
Amends the Illinois Vehicle Code. Provides that a person commits crowding or threatening a bicyclist when a person driving a motor vehicle recklessly drives the motor vehicle unnecessarily close to, toward, or near a bicyclist. Provides that every person convicted of crowding or threatening a bicyclist shall be guilty of a Class A misdemeanor if the violation does not result in great bodily harm or permanent disability or disfigurement to another. Provides that if a crowding or threatening a bicyclist violation results in great bodily harm or permanent disability or disfigurement to another, the person shall be guilty of a Class 4 felony. Provides that a person commits projecting or throwing missiles at bicyclists, a Class A misdemeanor, when a person projects or throws any missile (defined as any object or substance) at or against a bicyclist. Effective immediately.
Resolves that a task force shall be created to investigate how the State can reduce the incidence of preterm births.
Congratulates the administration, faculty, and students of Hales Franciscan High School and their community of supporters for the commencement of the school's ambitious capital improvement campaign and designates the weekend of October 8-11, 2009, as Hales Franciscan High School Rededication Weekend in the State of Illinois.
