Amends the Solicitation for Charity Act. Requires every registered charitable organization receiving contributions in excess of $250,000 (now, $150,000) in a 12 month period to file a written report with the Attorney General. Requires registered organizations receiving contributions exceeding $25,000 but not in excess of $250,000 (now, $150,000) to file a simpler report. Effective immediately.
Amends the Drug Court Treatment Act and the Juvenile Drug Court Treatment Act. Requires (instead of permits) the Chief Judge of each judicial circuit to establish a drug court program and a drug court program for minors.
Amends the Illinois Public Aid Code. Provides that in fixing standards that govern payments on behalf of children in any substitute care arrangement in which the person responsible for the care and well-being of the child is the legal guardian and a grandparent of the child, the Department of Human Services shall establish the amount of assistance to be paid on behalf of that child at the same amount paid to foster parents or guardians on behalf of children placed in such substitute care arrangements by the Department of Children and Family Services. Effective immediately.
Amends provisions of the Illinois Human Rights Act. Provides that, for purposes of the Act, discrimination based on national origin includes discrimination based on the language spoken in the place in which a person or one of his or her ancestors was born. Effective January 1, 2005.
Amends the Illinois Vehicle Code. Makes technical changes in a Section concerning stolen, converted, and unclaimed vehicles.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department must develop public education and outreach programs to raise awareness about and promote prevention of Hepatitis C.
Amends the Illinois Health Facilities Planning Act. Extends the repeal date to January 1, 2005 (now, July 1, 2003). Effective immediately.
