Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that, of the amounts appropriated annually (now, annually to the Department) for expenditure for grants to local tourism and convention bureaus beginning July 1, 2011, 18% shall be used for grants to convention and tourism bureaus in cities with a population greater than 500,000. Effective immediately.
Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Requires the Department of State Police to conduct or approve a training program in Post-Traumatic Stress Disorder (PTSD) for State police officers. Amends the Illinois Police Training Act. Requires the Illinois Law Enforcement Training Standards Board to conduct or approve a training program in Post-Traumatic Stress Disorder (PTSD) for law enforcement officers of local government agencies.
Amends the Criminal Identification Act. Provides that criminal records sealed by the Department of State Police may be disseminated by the Department only to the arresting authority, the State's Attorney, and the court upon a later arrest for the same or similar offense or for the purpose of sentencing for any subsequent felony. Strikes provision that permitted the dissemination to other parties of criminal records sealed as required by law.
Amends the Mental Health and Developmental Disabilities Confidentiality Act. Authorizes the inspection and copying of mental health services records of a recipient of such services by a law enforcement officer who has lawfully arrested the recipient, if the officer has (i) a reasonable suspicion that the recipient is suffering from mental illness and (ii) a reasonable belief that the recipient may benefit from treatment in a mental health facility rather than placement in a correctional institution, jail, juvenile correctional facility, or juvenile detention facility. Provides that the information disclosable under this provision is limited to whether the recipient is receiving mental health services from a mental health facility or has received such services within the preceding 6 months and may not be redisclosed by the law enforcement officer except as provided by law.
Creates the Benefit Corporation Act. Provides that a corporation may elect to become a benefit corporation by amending its articles of incorporation. Provides that in addition to its purposes under the Business Corporation Act of 1983 and any specific purpose set forth in its articles of incorporation, a benefit corporation shall have a purpose of creating general public benefit. Requires the preparation of an annual report for specified distribution and filing with the Secretary of State. Defines key terms and contains provisions concerning accountability and transparency.
Amends the Emergency Medical Services (EMS) Systems Act. Makes changes in the provision concerning definitions to include "Emergency Medical Services Personnel". Makes changes in the provisions concerning scope of services, Emergency Medical Services (EMS) Regions, Emergency Medical Services (EMS) Systems, the development and content of EMS Region Plans, Emergency Medical Services (EMS) Resource Hospitals, EMS System participation suspensions and due process, the State Emergency Medical Services Disciplinary Review Board, Emergency Medical Services Personnel licensure levels (now Emergency Medical Technician (EMT) licensure), scope of practice, EMS Lead Instructors, Emergency Medical Dispatchers, Trauma Nurse Specialist (TNS) licensure (now certification), Pre-Hospital RNs and Emergency Communications Registered Nurses, Trauma Center designations, Trauma Center misrepresentation, complaint investigations, violations and fines, misrepresentation, falsification of documents, criminal penalties, injunctions, the State Emergency Medical Services Advisory Council, and the State Trauma Advisory Council. Repeals a provision concerning First Responders. Effective on January 1, 2013.
