Amends the Business Enterprise for Minorities, Females, and Persons with Disabilities Act. Makes a technical change concerning rules and regulations for the establishment and continuation of narrowly tailored sheltered markets.

Creates a new regulatory offense classification of offense, which is not to be considered a criminal offense and is fine only for the amount specified in the offense. Amends the Cannabis Control Act. Provides that the knowing possession of not more than 30 grams of any substance containing cannabis is a regulatory offense charged by a Uniform Cannabis Ticket with a fine of $100 (rather than a Class C misdemeanor for 2.5 grams or less, a Class B misdemeanor for more than 2.5 grams to 10 grams, and a Class A misdemeanor for more than 10 grams to 30 grams). Amends the Clerks of Courts Act. Provides the same court cost on a Uniform Cannabis Ticket as a minor traffic ticket. Requires the clerk of the court to seek a sealing order from the court for records related to a Uniform Cannabis Ticket upon the final disposition of the case. Provides for distribution of fines collected on a Uniform Cannabis Ticket. Amends various other Acts to make conforming changes.
Proposes to amend the Revenue Article of the Illinois Constitution. Removes a provision that provides that a tax on income shall be measured at a non-graduated rate. Provides that there may be one tax on the income of individuals and corporations, that this may be a fair tax where lower rates apply to lower income levels and higher rates apply to higher income levels, and that no government other than the State may impose a tax on or measured by income. Effective upon being declared adopted.
Amends the Illinois Lottery Law. Requires the Department of the Lottery, beginning on January 1, 2016 or as soon thereafter as is practical, to offer a special instant scratch-off game with the title of "The End of Alzheimer's Begins With Me". Requires the net revenue from that game to be deposited into the Alzheimer's Awareness Fund. Authorizes the Department to adopt rules necessary to implement and administer the game. Effective immediately.
Creates the Investigation and Review of Deaths Involving Officers Act. Requires law enforcement agencies to have a written policy regarding the investigation of officer-involved deaths that involve a law enforcement officer employed by that agency. Allows law enforcement agencies to conduct internal investigations into officer-involved deaths, as long as they do not interfere with other investigations under this Act. Requires release of investigation reports to the public if no charges are filed against the officer. Provides for compensation through intergovernmental or interagency agreements for participation in an investigation of an officer-involved death. Defines "law enforcement agency", "law enforcement officer", and "officer-involved death".
Extends the reporting date of the House Illegal Gun Trafficking Task Force created in the 98th General Assembly.
Amends the School Code. Makes a technical change in a Section concerning charter schools.
Creates the Fund Education First Act. Beginning with fiscal year 2017, requires the General Assembly to appropriate for the general State aid formula under the School Code an amount that is equal to or exceeds the sum of: (i) the total amount appropriated for the general State aid formula during the fiscal year immediately preceding the fiscal year for which the appropriation is being made; and (ii) 55% of total new general funds available for spending from estimated growth in revenues and funds available because of budgeted program growth and decline in the fiscal year for which the appropriation is being made; but in no event shall the sum be less than a certain percentage required under the Act. Requires a continuing appropriation if the General Assembly fails to make sufficient appropriations to fund the general State aid formula. Amends the Illinois Pension Code. In the Downstate Teacher Article, changes the funding goal to 100% and shifts certain costs accruing after July 1, 2016 to local employers. Amends the School Code to make changes concerning a system for accounting for revenues and expenditures and general State aid. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Urges the members of the General Assembly to work together to modernize and reform the tax code and to immediately pass a Fiscal Year 2016 budget that will stabilize the lives of Illinois' children, families, communities, and businesses.
Amends the Illinois Public Aid Code. Requires the Governor's Office and the Department of Healthcare and Family Services and the Department of Human Services to submit a joint report to the General Assembly on the success rates of public assistance programs administered by the State and to issue a plan to reduce poverty in the State by 50% by the year 2020.
