Amends the Illinois Housing Development Act. Makes changes in the definitions of "affordable housing project" and "sponsor". Defines "project" to mean an affordable housing project, an employer-assisted affordable housing project, general operating support, or technical assistance. Defines "tax credit" as a tax credit allowed under Section 214 of the Illinois Income Tax Act. Provides that a sponsor must apply to an administrative housing agency for approval of a project (now, must apply to the agency that administers the program). Provides that the agency must reserve a specific amount of tax credits for each approved project (now, must reserve the credits for each approved affordable housing project for 24 months after it is approved and the sponsor must receive an eligible donation within that time in order to receive the credit). Provides that tax credits for general operating support can only be reserved as part of a reservation of tax credits for another type of project. Allows tax credits only where an administrative housing agency has reserved tax credits for the project. Limits tax credits for general operating support to 10% of the total tax credit reservation for the related project (now, limited to 10% of the total tax credit allocation for the project). Allows an administrative housing agency to reserve tax credits for any approved projects if the agency is unable to reserve the tax credits set-aside for employer-assisted housing projects and general operating support. Amends the Illinois Income Tax Act. Provides that persons or entities not subject to the tax and who make a donation under the Illinois Housing Development Act are entitled to receive and to transfer a tax credit for affordable housing donations. Makes other changes. Effective immediately.

Creates the Illinois Early Learning Council Act. Establishes the Illinois Early Learning Council to coordinate existing State programs and services for children from birth to 5 years of age in order to better meet the early learning needs of children and their families. Provides for the appointment of members to the Council who represent both public and private organizations and who shall serve on a voluntary, unpaid basis.
Amends the Lobbyist Registration Act. Requires that a lobbyist provide a copy of his or her expenditure report to each official listed in it at least 25 days before filing the report (now, at least 25 days before the deadline for filing the report). If an official returns or reimburses a lobbyist's gift or honorarium within 10 days after the official receives a copy of the report listing the official, the lobbyist's final report shall not list the official unless he or she was informed upon receiving the gift or honorarium that it was a reportable expenditure.
Amends the Illinois Procurement Code. Makes a technical change in a Section defining "Associate Procurement Officers".
Amends the Freedom of Information Act. Provides that a private gain or public loss, the expectation of which exempts certain information from the Act's inspection and copying requirements, does not include a news medium's dissemination of information regarding the public's health, safety, welfare, and legal rights. Effective July 1, 2003.
Amends the Environmental Protection Act. Increases the fee for retail sale of tires by 50 cents, which shall be distributed to the Department of Public Health. Amends the Department of Public Health Act to provide that the increase in the fee shall be distributed to county health departments based on the population of the county for expenses related to the West Nile Virus. Effective July 1, 2003.
