Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of State Police.

Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that, in State fiscal year 2008, the first $98,000,000 paid to the State by the federal government under Title XIX or Title XXI of the Social Security Act for services delivered by community mental health services providers, and any interest earned on that amount, shall be deposited into the Community Mental Health Medicaid Trust Fund, and amounts received in excess of $98,000,000 shall be deposited 50% into the General Revenue Fund and 50% into the Community Mental Health Medicaid Trust Fund. Provides that, in State fiscal year 2009 and subsequent fiscal years, the first $98,000,000 paid to the State by the federal government under Title XIX or Title XXI of the Social Security Act for services delivered by community mental health services providers, and any interest earned on that amount, shall be deposited into the Community Mental Health Medicaid Trust Fund, and amounts received in excess of $98,000,000 shall be deposited 25% into the General Revenue Fund and 75% into the Community Mental Health Medicaid Trust Fund.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning downstate police.
BE IT RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that the two Houses shall convene in Joint Session on Wednesday, November 02, 2005 at the hour of 1:00 o'clock p.m. for the purpose of joining with the Governor Rod Blagojevich to honor the Chicago White Sox on becoming the 2005 World Series Champions of Major League Baseball.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the earned income tax credit.
Amends the School Code. Creates a pilot class size reduction grant program, to be implemented and administered by the State Board of Education. Provides that grants shall be awarded to schools to defray the costs and expenses of operating and maintaining classes of no more than 15 pupils per teacher per class. Effective July 1, 2006.
Amends the Children and Family Services Act. Requires the Department of Children and Family Services to develop and administer a program of information and services for caregivers, particularly older caregivers, of children previously in Department custody, with respect to the future care and custody of those children. Effective immediately.
Urges the President and Congress to commit the leadership of the United States Government to effective implementation of the World Summit Outcome declaration on the responsibility to protect, and to do so in part through strengthening the preventive early warning capabilities of the federal government and the United Nations, and to develop strategies and policies as outlined in the 2005 World Summit Outcome Document and in the Security Council Resolution 1674 to ensure that the responsibility to protect populations has both credible meaning and effect, and that the United States is in the forefront of its domestic and global application.
Amends the Illinois Finance Authority Act. Makes a technical change in a Section concerning official Acts of the Authority, meetings of the Authority and the Advisory Councils, and audits by the Auditor General.
Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 10% of the federal tax credit for taxable years beginning on or after January 1, 2005; (ii) 15% of the federal tax credit for taxable years beginning on or after January 1, 2007; and (iii) 20% of the federal tax credit for taxable years beginning on or after January 1, 2009. Effective immediately.
