Amends the North Shore Sanitary District Act. Provides that the Board of Trustees of the District shall have the authority to change the name of the District, by ordinance, to the North Shore Water Reclamation District. Provides that all provisions of the Act shall apply to the newly renamed district. Increases the maximum compensation for the President of the Board of Trustees of the District to $14,000 (now, $11,000) per year, and increases the maximum compensation for other board members to $11,000 (now, $8,000) per year.
Mourns the death of Ellis E. Reid III of Chicago.
Amends the School Code. Provides that the residence of a person who has legal custody of a pupil is deemed to be the pupil's residence when the person exercises custody under a short-term guardianship, provided that a court order is entered that establishes the person as the pupil's permanent guardian within 365 days (at present, 60 days) of the pupil's enrollment in the school district. Amends the Probate Act of 1975. Provides that a person may be appointed as and exercise the duties of a short-term guardian for a minor for up to 365 days (at present, 60 days).
Amends the Civil Rights Act of 2003. Provides that gender (at present, race, color, or national origin) is a characteristic for which a person shall not be discriminated against by any unit of State, county or local government in Illinois.
Amends the Election Code. Permits State non-partisan civic organizations that meet certain criteria to appoint precinct pollwatchers. Effective immediately.
Amends the Illinois Human Rights Act. Provides that review of certain decisions of the Director of Human Rights regarding charges shall be conducted by the Human Rights Commission, rather than the Chief Legal Counsel of the Department of Human Rights. Makes corresponding changes elsewhere in the Act. Authorizes complainants to commence a civil action in the appropriate circuit court instead of filing a complaint with the Human Rights Commission. Provides that, if complaint is filed with the Commission, a complainant may not later commence a civil action in a circuit court. Contains applicability provisions. Makes other changes.
Amends the Illinois Public Aid Code. Provides for Medicaid eligibility for persons who (i) are age 60 or older, (ii) have an ongoing need for medical services for the monitoring or treatment of a chronic condition, without which institutionalization would be necessary, and (iii) have income and resources that are equal to or less than the monthly maintenance allowance and resource allowance amounts for a community spouse as set forth in the Social Security Act. Effective immediately.
