RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that when the House of Representatives adjourns on Wednesday, January 14, 2009, it stands adjourned until Tuesday, January 20, 2009, in perfunctory session; and when it adjourns on that day, it stands adjourned until Friday, January 23, 2009, in perfunctory session; and when it adjourns on that day, it stands adjourned until Tuesday, January 27, 2009, in perfunctory session; and when it adjourns on that day, it stands adjourned until Friday, January 30, 2009, in perfunctory session; and when it adjourns on that day, it stands adjourned until Tuesday, February 3, 2009, in perfunctory session; and when it adjourns on that day, it stands adjourned until Wednesday, February 4, 2009; and when the Senate adjourns on Thursday, January 15, 2009, it stands adjourned until Monday, January 26, 2009.
Appoints a committee to notify the Governor that the House of Representatives of the 96th General Assembly has organized elected officers, and is ready to receive communications.
Elects the following for the 96th General Assembly: Mark Mahoney, as Chief Clerk of the House; Bradley S. Bolin, as Assistant Clerk of the House; Lee A. Crawford, as Doorkeeper of the House.
Directs the Clerk to notify the Senate that the House of Representatives of the 96th General Assembly has organized elected officers, and is ready to proceed with business.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the sexual exploitation of children.
Creates the Uniform Real Property Electronic Recording Act. Authorizes a recorder to receive, index, store, archive, and transmit documents eligible to be recorded in the recorder's land records in the form of electronic documents, subject to specified requirements. Provides that, if a law requires a document eligible to be recorded in the recorder's land records to be an original, be on paper or another tangible medium, or be in writing, the requirement is satisfied by an electronic document satisfying the Act. Provides that, if a law requires that such a document be signed, the requirement is satisfied by an electronic signature. Provides that a requirement that a document or a signature be notarized, acknowledged, verified, witnessed, or made under oath is satisfied if the appropriate electronic signature and other required information is attached to or logically associated with the document or signature. Provides that the Secretary of State shall adopt standards to implement the Act. Contains provisions regarding recording, conversion of documents, administration, standards, application, construction, other laws, and other matters.

Amends the Illinois Income Tax Act. Deletes the provision that refunds with respect to the earned income tax credit are subject to the availability of funds from the federal Temporary Assistance for Needy Families Block Grant and the State's ability to meet its required Maintenance of Effort. Effective immediately.
Appropriates $10,000,000 from the Supreme Court Historic Preservation Fund to the Supreme Court Historic Preservation Commission for historic preservation purposes. Effective immediately.
