CONTROLLED SUBSTANCES-DISPENSE

Amends the Illinois Controlled Substances Act. Changes defined terms. Makes numerous changes relating to the scheduling, prescribing, and dispensing of controlled substances. Changes the list of anabolic steroids. Adds various substances to the Schedules. Permits an authorized prescriber to issue electronic prescriptions for Schedule II through V controlled substances if done in accordance with federal rules. Makes changes relating to the Prescription Monitoring Program; combines the Schedule II and Schedule III though V monitoring programs into a single program. Defines and prohibits medication shopping and pharmacy shopping. Makes other substantive and technical changes. Effective January 1, 2012.

RTA-UNIVERSAL FARE INSTRUMENT

Amends the Regional Transportation Authority Act. Provides that no later than 120 days after the effective date of the amendatory Act, the Regional Transportation Authority must develop and make available for use by riders age 65 and over a universal fare instrument that may be used interchangeably on all public transportation funded by the Regional Transportation Authority.

DHFS-ELECTRONIC HLTH RCD FUND

Amends the State Finance Act and the Illinois Public Aid Code. Creates the Electronic Health Record Incentive Fund. Provides that all federal moneys received by the Department of Healthcare and Family Services for payments to qualifying health care providers to encourage the adoption and use of certified electronic health records technology pursuant to the Social Security Act, shall be deposited into the Fund. Further provides that disbursements may be made from the Fund to qualifying health care providers to encourage the adoption and use of certified electronic health records technology. Effective immediately.

EPA-CCDD-OWNER CERTIFICATION

Amends the Environmental Protection Act. Authorizes owners and operators of clean construction and demolition debris soil fill operations, as well as the owners and operators of uncontaminated soil fill operations, to meet a certification requirement by, among other things, certifying that the soil was removed from a public highway right-of-way and is presumed to be uncontaminated soil. Effective immediately.

ETHICS-HOLDOVER APPOINTEES

Amends the Illinois Governmental Ethics Act. Provides that holdover appointees, temporary appointees, and acting appointees to offices requiring Senate confirmation may not continue in office longer than stated limited periods. Exempts from these provisions appointments to the State Board of Elections. Effective immediately.
