STATE OF THE STATE

BE IT RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that the two Houses shall convene in Joint Session on Wednesday, February 06, 2013 at the hour of 12:00 o'clock noon for the purpose of hearing his Excellency Governor Patrick J. Quinn present to the General Assembly his Report on the Condition of the State, required by Article V Section 13, of the Constitution of the State of Illinois.

CDB-CAPITAL REVOLVING FUND

Amends the Capital Development Board Act. Creates the Capital Development Board Revolving Fund as a special fund in the State treasury. Provides that moneys deposited into the Fund shall be expended for capital projects and for no other purpose. Effective January 1, 2013.

HOME LOAN PREPAYMENT PENALTIES

Amends the Residential Mortgage License Act of 1987, the High Risk Home Loan Act, and the Interest Act. Limits the imposition of prepayment penalties in connection with high risk home loans. Limits the size of balloon payments in connection with high risk home loans. Limits the imposition of late fees. Effective January 1, 2013.
