Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Makes changes concerning an exemption for petroleum products to provide that the exemption applies to fuel and petroleum products sold to or used by an air carrier, certified by the carrier to be used for consumption, shipment, or storage in the conduct of its business as an air common carrier, for a flight that (i) is engaged in foreign trade or (ii) is engaged in trade between the United States and any of its possessions, and (iii) transports at least one individual or package for hire from the city of origination to the city of final destination on the same aircraft, without regard to a change in the flight number of that aircraft. Effective immediately.

Amends the Illinois Health Facilities Planning Act. Provides that a State agency must notify the Board in writing of any intent to construct, modify, establish, close, or change the service category of any State-run healthcare facility. Requires this notification to include the facility's estimated service capacity, the location of the project, the estimated date the facility is to open, and when the facility becomes licensed. Provides that this Section is repealed five years after the effective date of this Act. Effective immediately.
Amends the Code of Civil Procedure. Replaces the provisions of the Section concerning actions for damages for personal injury based on childhood sexual abuse with language providing that an action for damages based on childhood sexual abuse may be commenced at any time. Provides that the changes made by the amendatory Act apply to actions pending on the effective date of the Act and to actions commenced on or after that date.
Amends the Election Code. Provides that certificates of nomination and nomination papers for the nomination of school board candidates shall be filed during the 7-day period beginning on the first Tuesday of December immediately preceding the consolidated election. Amends the School Code. In a Section concerning school board members, provides that, if a vacancy occurs within 90 days before the first date for filing petitions for the next regularly scheduled consolidated election (now, with less than 868 days remaining in the term or less than 88 days before the next regularly scheduled election for the office), then the person so appointed shall serve the remainder of the unexpired term and no election to fill the vacancy shall be held.
Amends the Juvenile Court Act of 1987. Changes the definition of delinquent minor to include a person who was under 18 (rather than 17) years of age when he or she committed an offense classified as a felony. Also changes the age concerning confidentiality of juvenile records. Provides that the restrictions apply to persons taken into custody before their 18th (rather than 17th) birthday. Makes corresponding change in the expungement provisions of the Act. Provides that the amendatory changes are prospective.

Amends the Department of Juvenile Justice Mortality Review Team Act. Provides that each mortality review team shall consist of at least one member who is a representative of a bar association, law school, or legal academic organization.
Celebrates the 100th anniversary of the 1913 Illinois law granting women the right to vote for President of the United States and municipal officers.
Mourns the death of Camillus Joachim Wurtz of Pocahontas, Arkansas.
