Amends the Criminal Code of 2012 and the Unified Code of Corrections. Eliminates mandatory sentences of natural life imprisonment for persons convicted of offenses committed before they attain 18 years of age. Provides that a person who was under 18 years of age at the time of an offense, may, after serving 15 years of his or her sentence of either life imprisonment or a term of 40 years or longer of imprisonment, submit a motion in the circuit court of the county in which he or she was originally sentenced for resentencing. Provides that the petitioner shall be eligible to file a second motion for resentencing not sooner than 10 years or longer than 20 years as determined by the court at the first resentencing hearing. Provides that the petitioner may file a motion seeking leave for resentencing upon reaching the age of 60. Establishes procedures and factors that the court shall use in considering the motion. Provides that on or after the effective date of the amendatory Act, when a person was under 18 years of age at the time of the commission of an offense, the court, at the sentencing hearing, shall consider specified factors in determining the appropriate sentence. Provides that no retroactive resentencing hearing shall be conducted until one year after the effective date of the amendatory Act. Provides that within one year of the effective date of the amendatory Act, the Illinois Juvenile Justice Commission shall present the General Assembly with evidence-based findings regarding the effects of sentencing minors as adults. Effective immediately.

Amends the Metropolitan Pier and Exposition Authority Act. Makes a technical change in a Section concerning the short title.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the gasohol incentive under the Acts applies through December 31, 2013 (instead of December 31, 2018). Provides that 1% of the proceeds of the tax collected on gasohol shall be deposited into the Transportation Reform Fund. Amends the Motor Fuel Tax Law. Provides that the tax under the Motor Fuel Tax Law shall be imposed at the rate of 9.5% of the average wholesale price of motor fuel. Requires the Department of Revenue to certify the average wholesale price of motor fuel on a quarterly basis. Makes changes concerning the distribution of the proceeds. Amends the State Finance Act to create several new funds. Amends the Illinois Vehicle Code. Increases certain registration and license fees. Contains provisions concerning distribution. Effective January 1, 2014.
Amends the Illinois Power Agency Act. In a provision concerning the price paid to procure renewable energy credits using monies from the Illinois Power Agency Renewable Energy Resources Fund, directs the Illinois Power Agency to implement a market-based benchmark subject to approval by the Illinois Commerce Commission. Provides that the Agency shall recover all planning and procurement costs. Provides that the Agency may procure renewable energy resources independently as well as in conjunction with a procurement event for certain electric utilities. Effective immediately.
Amends the State Finance Act, the Illinois Income Tax Act, the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, the Retailers' Occupation Tax Act, the Telecommunications Excise Tax Act, and the Telecommunications Infrastructure Maintenance Fee Act. Provides for transfers from certain special funds of the State to the Tax Compliance and Administration Fund. Provides that those moneys shall be used, subject to appropriation, to fund additional auditors and compliance personnel at the Department of Revenue. Effective on the first day of the first calendar month to occur not less than 30 days after this Act becomes law.
Appropriates $10,000,000 from the Supreme Court Historic Preservation Fund to the Supreme Court Historic Preservation Commission for historic preservation purposes. Effective July 1, 2013.
Amends the Workplace Violence Prevention Act. Makes a technical change in a Section concerning the short title.
Amends the Department of Juvenile Justice Mortality Review Team Act. Provides that a mortality review team shall evaluate the role that life sentences without the opportunity for parole have in youth deaths.
Amends the Property Tax Code. Provides that the housing opportunity abatement program applies to tax years 2004 through 2024 (now 2014).
Amends the Department of Juvenile Justice Mortality Review Team Act. Provides that each mortality review team shall consist of at least one member who is a representative of a bar association, law school, or legal academic organization.
