Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Defines "reportable misconduct" as specified sexual and violent misconduct. Requires health professionals and health institutions to report reportable misconduct to the Department of Financial and Professional Regulation. Sets forth provisions concerning time lines for reporting, contents of the report, and confidentiality. Permits the Department to adopt rules to implement, administer, and enforce the reporting requirements, including, but not limited to, rules that define terms and are necessary and appropriate to interpret and implement provisions concerning health professionals and health institutions. Provides that a law enforcement agency shall make a report to the Department within 30 days after opening an investigation into, making an arrest of, or bringing charges of a felony or Class A misdemeanor violation against a person who is licensed or registered by the Department. Provides that the State's Attorney shall report to the Department within 5 days after the conviction for a felony or Class A misdemeanor of a person who is licensed or registered by the Department. Amends the Hospital Licensing Act. Adds reporting requirements for specified serious incidents or events. Creates the Sexual Assault Survivors Fund. Makes changes in provisions concerning the posting of information; reports to the Department; penalties for failure to comply with the Act; and patient protection from abuse. Amends the State Finance Act to make a conforming change. Amends the Illinois Adverse Health Care Events Reporting Law of 2005. Makes changes in provisions concerning the establishment of a reporting system. Amends various Acts pertaining to health professionals and health institutions. Adds the failure to report reportable misconduct to the causes that allow the Department to take disciplinary or non-disciplinary action as deemed appropriate by the Department with regard to a license. Makes conforming and other changes.

Amends the Interscholastic Athletic Organization Act. Provides that an association or other entity that has as one of its purposes promoting, sponsoring, regulating, or in any manner providing for interscholastic athletics or any form of athletic competition among schools and students within this State shall require all school coaches to obtain and maintain certification in cardiopulmonary resuscitation (CPR), first aid, and the use of an automatic external defibrillator (AED). Requires certification in CPR and AED use to be consistent with national, evidence-based, emergency cardiovascular care guidelines. Amends the School Safety Drill Act. Provides that a cardiac emergency response plan shall include (i) establishing a cardiac emergency response team that is certified in cardiopulmonary resuscitation and the use of an automated external defibrillator and (ii) the use of annual cardiac response drills to practice the steps established in the cardiac emergency response plan, in partnership with local emergency medical services. Makes other changes concerning the plan.

Amends the Illinois Insurance Code. Provides that no provision of the Illinois Insurance Code, or any other law, prohibits assignability rights to an insured under any policy of dental insurance (in addition to accident and health insurance). Provides that if an enrollee or insured of an insurer, health maintenance organization, managed care plan, health care plan, preferred provider organization, dental service plan corporation, dental insurer, or third party administrator assigns a claim to a health care professional, or health care facility, a dental care provider, or a dental care facility, then payment shall be made directly to the health care professional, or health care facility, dental care provider, or dental care facility, including any required interest. Effective immediately.

Amends the Child Vision and Hearing Test Act. Provides that color discrimination tests shall be performed in all vision screening services under this Act. Provides that the Department of Public Health shall adopt rules implementing this Section before January 1, 2027.

Amends the Adult Education Act and the Public Community College Act. With respect to the annual report on adult education for the preceding school year by the Illinois Community College Board, removes the requirement to include a summary of State reimbursement for adult basic education, adult secondary education, English language acquisition, high school credit, integrated English literacy and civics education, and bridge and integrated education and training programs in coordination with vocational skills training. Provides that any public community college district maintaining adult educations classes for the instruction of those persons who, among other requirements, are 17 (rather than 16) years of age or older are entitled to claim an apportionment of State reimbursement. Allows classes in adult education to include digital literacy. Removes language providing that the maximum generation rate for reimbursement per credit hour or per unit of instruction shall be equal to the community college system reimbursement rate for adult education divided by one-third. Provides that State adult education funds, other than matching funds, are not subject to the authorizing federal law. Removes language providing that approved programs for adult education may assess students up to $6 per credit hour or unit of instruction per semester per student. Removes language requiring an education plan to be established for each adult learning participating in the instructional programs. Requires each adult learner participating in the instructional programs to complete an assessment of foundational skills to appropriately place the adult learner in an instructional program. Makes other and conforming changes.

Amends the School Code. Allows a school district to comply with provisions concerning school unused food sharing plans by implementing a share table. Provides that the school district may develop and follow a policy on standard operating procedures for share tables. Effective August 1, 2027.

Amends the Attorney General Act. Provides that, prior to initiating an action, the Attorney General shall conduct an investigation and, in addition to other powers, may: (1) issue subpoenas for documents; (2) require written answers under oath to written interrogatories; (3) inspect the premises of an employer and inspect and make copies of employment-related records kept at the premises; and (4) conduct interviews with workers at an employer's premises during normal business or working hours. Sets forth additional provisions concerning investigations; interviews; subpoenas; obstruction; and search warrants.

Amends the Clinical Social Work and Social Work Practice Act. In provisions concerning the qualifications for a clinical social worker license, provides that a person shall be qualified to be a licensed clinical social worker if that person, among other things, (i) demonstrates to the satisfaction of the Department of Financial and Professional Regulation that, subsequent to securing a master's degree in social work from an approved program and obtaining a social worker license or temporarily practicing pending the issuance of a social worker license if the license was ultimately issued (rather than subsequent to only securing a master's degree), the applicant has successfully completed at least 3,000 hours of satisfactory, supervised clinical professional experience; or (ii) demonstrates to the satisfaction of the Department that such applicant has received a doctor's degree in social work from an approved program and has, subsequent to receiving the degree, completed at least 2,000 hours of satisfactory, supervised clinical professional experience after obtaining a social worker license or during temporary practice pending the issuance of a social worker license if the license was ultimately issued (rather than subsequent to only securing a master's degree). Provides that any hours of supervised clinical professional experience completed before the effective date of the amendatory Act may be counted toward the required hours for qualification for a clinical social worker license if the hours were completed subsequent to securing an applicable graduate degree and the completed hours would have qualified towards licensure under the law in effect at the time the hours were earned. In provisions concerning qualifications for a social worker license, provides that a person shall be qualified to be a licensed social worker if that person, among other things, has a degree in social work from an undergraduate program approved by the Department and has successfully completed at least 3,000 hours (rather than 3 years) of supervised professional experience subsequent to obtaining the degree within a period of no more than 4 years. Provides that the Department may grant a waiver for or an extension of the 4-year time period if an applicant demonstrates that there is good cause to grant the waiver or extension. Makes other changes. Effective January 1, 2027.

Amends the Wholesale Drug Distribution Licensing Act. Defines "virtual wholesale distributor". Provides that every virtual wholesale distributor that engages in virtual drug distribution of prescription drugs shall be licensed by the Department of Financial and Professional Regulation. Provides that a virtual wholesale distributor shall only contract with entities licensed under the Act to take physical possession of prescription drugs if the prescription drugs are being shipped into the State. Sets forth requirements for applicants for a virtual wholesale distributor license. Provides that a virtual wholesale distributor shall ensure that any licensed entity providing distribution services to the virtual wholesale distributor complies with certain requirements. Provides that a virtual wholesale distributor shall not operate out of a location that is a residence or personal dwelling. Makes conforming changes in provisions concerning definitions; unlicensed practice; the expiration of a license; rules and regulations; inspection powers of a pharmacy investigator; restrictions on transactions; wholesaler licensing complaints; violations of the Act; temporary suspension of a license; home rule preemption; and drugs in storage. Makes other changes. Effective immediately.

Amends the Illinois Human Rights Act. Provides that in the Articles governing employment, financial credit, and public accommodations it is a civil rights violation to use criteria or methods including practices, policies, and groups of practices or policies that has the effect of subjecting individuals to discrimination prohibited under the Act. Changes the definition of "unlawful discrimination" to mean discrimination against a person, whether by purpose or effect, because of his or her actual or perceived: race, color, religion, national origin, ancestry, age, sex, marital status, order of protection status, disability, military status, sexual orientation, pregnancy, reproductive health decisions, or unfavorable discharge from military service as those terms are defined in the Act.
