Amends the Emancipation of Mature Minors Act. Provides that an order of complete or partial emancipation may be entered without the minor's consent if the minor has at least 2 adjudications of delinquency under the Juvenile Court Act of 1987 for acts that would have each been either a Class A misdemeanor or a felony if committed by an adult, or at least 2 separate convictions for criminal offenses that were each either a Class A misdemeanor or a felony, or at least one such adjudication and at least one such conviction. Provides that specified provisions of the Act do not apply to these emancipation proceedings.

Urges Congress to pass S.201, the State and Local Aid and Economic Stimulus Act of 2003.
Amends the Illinois Housing Development Act. Authorizes the Illinois Housing Development Authority to develop and implement a program of financial assistance to recently hired Illinois teachers purchasing their first primary residence. Limits the program to teachers employed by school districts defined by the State Board of Education as financially needy or experiencing a teacher shortage. Limits eligibility to public school teachers with no more than 2 years of employment as teachers who commit to teach in their school district for at least 3 years after their closing date. Effective July 1, 2003.
Amends the Residential Mortgage License Act of 1987. Increases the size of the Residential Mortgage Board from 5 to 7 members. Provides that one of the additional members shall be a representative of the National Training and Information Center and one shall be a representative of the Woodstock Institute. Requires the board to meet at least 4 times each calendar year. Provides that the Commissioner of Banks and Real Estate or the board shall investigate licensees when there are facts that would constitute grounds for disciplinary action. Provides for hearings and procedures for the hearings. Effective immediately.
Amends the Motor Fuel Tax Law and the Illinois Highway Code. Reallocates the Motor Fuel Tax moneys to be transferred to the Department of Transportation and distributed to the municipalities, counties, and road districts of the State. Provides that 1.00% of the amount distributed is to be used for increased weekend and late night transit service in counties with 1,000,000 or more inhabitants. Effective July 1, 2003.
Amends the Criminal Code of 1961. Provides that a person commits the offense of unlawful contact with streetgang members when he or she knowingly has direct or indirect contact with a streetgang member after having been ordered by a judge in any non-criminal proceeding to refrain from direct or indirect contact with a streetgang member or members or after having been released from the Illinois Department of Corrections on a condition of parole or mandatory supervised release that he or she refrain from direct or indirect contact with a streetgang member or members.
Amends the Public Utilities Act. Provides that the Illinois Commerce Commission by rule may prescribe standards regarding the information a prepaid calling card company shall disclose to customers in relation to the rates and terms of service for prepaid calling services offered in this State. Provides that the disclosures must be provided in both Spanish and English.
Amends the Unified Code of Corrections. Provides that a person at least 21 years of age who is convicted of a gang-related felony (regardless of the Class of felony), after having been twice convicted of a Class 2 or greater Class felony, shall be sentenced as a Class X offender. Effective immediately.
Amends the Illinois Vehicle Code. Requires a railroad to ensure that, when one of its trains is parked at a station, the only highways that are blocked are those blocked by the train itself. Provides that other crossing gates must remain open, unless another train is present or approaching.
Creates the Tuition Increase Limitation Act. Beginning with the 2003-2004 academic year, prohibits a tuition rate increase at a public university that is greater than the product of the tuition rate for the preceding academic year multiplied by a percentage that equals 2% plus the percentage increase, if any, in the Consumer Price Index for All Urban Consumers for all items for the calendar year in which that preceding academic year began. Provides that if the State is in financial crisis in any fiscal year, the General Assembly, by joint resolution, may suspend the limitation for that fiscal year. Effective July 1, 2003.
