Amends the Property Tax Code. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens. Changes the name to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption (now Senior Citizens Assessment Freeze Homestead Exemption). Effective immediately.
Amends the Property Tax Code. In a provision setting forth requirements for the issuance of a tax deed, provides that the requirement that all forfeitures and sales occurring subsequent to the tax sale must be redeemed applies only to forfeitures and sales of subsequent years' taxes. Provides that liens for delinquent taxes must be merged into the tax deed grantee's title even if the liens are included in a subsequent sale. Makes corresponding changes in a Section concerning sales in error. Provides that the amendatory Act is declarative of existing law.
Amends the Illinois Highway Code. Makes a technical change in a Section concerning definitions.
Amends various Acts by changing "podiatrist" to "podiatric physician". Also makes revisory changes. Effective immediately.

Amends the Illinois Independent Tax Tribunal Act. Makes a technical change in a Section concerning the Independent Tax Tribunal Board.
Amends the Environmental Protection Act. Beginning January 1, 2013, authorizes the use of (i) perchloroethylene drycleaning machines that have only a primary control system, but only for the remainder of each machine's useful life and at the facility at which it is located on the effective date of the amendatory Act and (ii) perchloroethylene drycleaning machines that have primary and secondary control systems. Beginning January 1, 2014, prohibits a person from operating a drycleaning machine unless (i) a person with specified training is present at the facility during the machine's operation and (ii) certain secondary containment measures are in place. Requires manufacturers of drycleaning solvents or other cleaning agents used in drycleaning to provide the Agency with certain information about those products. Requires the Agency, by no later than January 1, 2016, to submit to the General Assembly a report on the impact to groundwater from newly discovered releases of perchloroethylene in the State. Defines "drycleaning", "drycleaning machine", "drycleaning solvents", "perchloroethylene drycleaning machine", "primary control system", "refrigerated condenser", and "secondary control system". Effective January 1, 2013.
Amends the Illinois Vehicle Code and the Illinois Marriage and Dissolution of Marriage Act. Provides that the Secretary of State shall suspend, pursuant to court order, the driver's license of a person adjudicated by a court to have engaged in visitation abuse. Provides procedures for that suspension process. Provides that the court, upon finding that a party engaged in visitation abuse, may order: the suspension of the offending party's Illinois driving privileges pursuant to the Illinois Vehicle Code, until the court has determined that there has been sufficient compliance with the court's visitation order and that full driving privileges shall be reinstated; the issuance of a family responsibility driving permit to the offending party to allow limited driving privileges for employment, for medical purposes, and to transport a child pursuant to a visitation order; the placement of the offending party on probation; or the sentencing of the offending party to periodic imprisonment for up to 6 months, provided that the court may allow periods of release for work. Effective immediately.
Amends the Illinois Dental Practice Act. Makes changes in provisions concerning definitions; the Board of Dentistry; recommendations by the Board of Dentistry; qualifications of applicants for dental licenses; qualifications of applicants for dental hygienist licenses; expiration, renewal and restoration of licenses; continuing education; acts constituting the practice of dentistry; licensing applicants from other States; returned checks and penalties; refusal, revocation or suspension of dental licenses; suspension of a license if person licensed constitutes an immediate danger to the public; requirement for mental and physical examinations under certain conditions; refusal, suspension, or revocation of dental hygienist licenses; notice of hearing, investigations, and informal conferences; disciplinary actions; hearings; appointment of a hearing officer; restoration; Administrative Review Law; revocation orders; unlicensed practice, injunctions; penalty of unlawful practice; and advertising. Effective immediately.
