Mourns the death of Reverend Monsignor Francis N. Maniola.

Recognizes Joseph Lis for his 37 years as a teacher at S.E. Gross Middle School and congratulates him for having the school's science lab named in his honor.

Amends the Illinois Vehicle Code. Amends the offense for driving on a suspended or revoked license so that graduated penalties for repeat violations of this Section require the prior convictions of driving on a suspended or revoked driver's license to have the same underlying cause of suspension or revocation of the driver's license as the current violation.

Amends the Open Meetings Act. Makes a technical change in a Section concerning the short title.

Amends the Mortgage Escrow Account Act. Makes a technical change in a Section concerning the Act's short title.

Amends the Children with Disabilities Article of the School Code with respect to transition services. Provides that the first individualized education plan for when a student turns age 14 1/2 must include measurable post-secondary goals based upon age-appropriate transition assessments and other information available regarding the student that are related to independent living skills (instead of independent living skills where appropriate). Effective immediately.

Amends the Mortgage Foreclosure Article of the Code of Civil Procedure. Provides that a Section concerning homeowner protection is repealed July 1, 2023 (instead of July 1, 2013). Effective immediately.

Amends the Sex Offender Registration Act. Provides that the initial registration fee and the annual renewal fee shall be collected by the registering agency. Provides that $35 of the initial registration fee and $35 of the annual renewal fee shall be retained by the registering agency and the remaining $65 of the initial registration fee and the remaining $65 of the annual renewal fee shall be remitted by the registering agency within 30 days of receipt to the State Treasurer who shall deposit $5 of the initial registration fee and $5 of the annual renewal fee into the Sex Offender Management Board Fund, $30 of the initial registration fee and $30 of the annual renewal fee into the Sex Offender Registration Fund, and $30 of the initial registration fee and $30 of the annual renewal fee into the Attorney General Sex Offender Awareness, Training, and Education Fund.

Amends the Unified Code of Corrections relating to the additional child pornography fine. Provides that if Department of State Police officers investigated the case that gave rise to the conviction of the defendant for child pornography, the additional fine shall be remitted by the circuit clerk within one month after receipt to the State Treasurer for deposit into the State Crime Laboratory Fund. When the Department of State Police provides assistance to another law enforcement agency which investigated the case that gave rise to the conviction of the defendant for child pornography, $100 of the additional fine shall be remitted by the circuit clerk within one month after receipt to the State Treasurer for deposit into the State Crime Laboratory Fund.

Amends the Illinois Savings and Loan Act of 1985. Makes a technical change in a Section concerning the short title.
