Amends the Criminal Code of 2012. Changes the offense of criminal trespass to a nuclear facility to criminal trespass to a targeted facility. Defines "targeted facility" as: (1) a petroleum refinery; (2) a chemical manufacturing facility; (3) a nuclear power electric generation facility; or (4) an electric generation facility. Provides that a violation is a Class 4 felony.
Amends the Children and Family Services Act. Requires the Department of Children and Family Services to adopt rules granting a parent of a child who receives day care services at any day care facility licensed by the Department under the Child Care Act of 1969 the right to opt his or her child out of any nap or rest period requirement imposed by the day care facility.

Amends the Criminal Code of 2012. Provides that a person who knowingly places, posts, or reproduces on the Internet a photograph, video, or digital image of a person in a state of nudity, in a state of sexual excitement, or engaged in any act of sexual conduct or sexual penetration, without the knowledge and consent of that person, is guilty of a Class 4 felony. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for any person engaged in placing, posting, publishing, reproducing, or maintaining an Internet site to solicit or accept the payment of a fee or other consideration for removal of a person's private material or identifying information, which has been placed, posted, published, reproduced, or maintained on an Internet site without knowledge and consent of that person.
Amends the Retailers' Occupation Tax Act. Provides that a retailer is relieved from liability for any tax that becomes due and payable if the tax is represented by amounts that are found to be worthless or uncollectible and have been charged off in accordance with generally accepted accounting principles on and after July 1, 2014. Provide for a deduction if the retailer had previously paid such a tax. Effective immediately.
Amends the Illinois Insurance Code, Health Maintenance Organization Act, Limited Health Service Organization Act, and Voluntary Health Services Plans Act. Provides that no insurer may issue a service provider contract that requires an optometrist or ophthalmologist to provide services or materials to the insurer's policyholders at a fee set by the insurer unless the services or materials are covered services or materials under the applicable policyholder agreement. Effective January 1, 2014.
Amends the Criminal Code of 2012 concerning dangerous animals. Adds a definition of "animal refuge" to the statute on dangerous animals. Provides that it is unlawful for any person to allow a member of the public to come into direct contact with a dangerous animal. Provides that the prohibition on possessing dangerous animals does not apply to a properly maintained zoological park accredited by the Association of Zoos and Aquariums (AZA), circus, college or university, scientific institution, research laboratory, veterinary hospital, hound running area, or animal refuge, if the dangerous animal or primate is kept in an escape-proof enclosure. Provides that the prohibition on possessing dangerous animals does not prohibit a person who possesses a Class C exhibitor license from the U.S. Department of Agriculture from possessing a dangerous animal or primate; however, after June 1, 2014 the person may not breed or otherwise acquire a dangerous animal other than an ocelot, margay, lynx, bobcat, jaguarundi, hyena, wolf or coyote, or any poisonous or life-threatening reptile. Effective immediately.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning the definition of "offense" for the purpose of inchoate offenses.
Amends the Criminal Code of 2012. Increases the threshold amounts for enhanced penalties for theft (from over $500 to over $1,000).
