Makes appropriations for the ordinary and contingent expenses of the Department of Human Services for the fiscal year beginning July 1, 2004, as follows: General Revenue Fund $3,860,714,900 Other State Funds $468,588,100 Federal Funds $916,292,500 Total $5,245,595,500
Amends the Agricultural Statistics Act. Makes technical changes in a Section concerning statistical information.
Creates the Groundwater Quality Protection Act. Contains only a short title provision.
Amends the Solicitation for Charity Act. Makes technical changes to a Section concerning severability.
Amends the Local Government Debt Limitation Act. Makes a technical change in a Section exempting certain indebtedness of fire protection districts from the indebtedness limitation of the Act.
Makes supplemental appropriations to the FY04 appropriations to the Department of Human Rights, Department of Human Services, Department of Public Aid, Department of Transportation, Department of State Police, Department of Veterans Affairs, Civil Service Commission and Ill. Labor Relations Board. Effective immediately.
Amends the Local Governmental Acceptance of Credit Cards Act. Makes a technical change in a Section concerning liability of local government employees.
Amends the Elder Abuse and Neglect Act. Makes a technical change to the short title Section.
Amends the School Code. Makes a technical change in a Section concerning truants' alternative and optional education programs.
Amends the Metropolitan Water Reclamation District Act. Makes a technical change in a Section concerning the short title.
