LINE OF DUTY COMPENSATION-DUTY

Amends the Line of Duty Compensation Act. Changes the definition of "killed in the line of duty" to include losing one's life while on active duty in connection with, among other operations, Operation Freedom's Sentinel, Operation New Dawn, and Operation Inherent Resolve. Effective immediately.

VETERANS-SERVICE ANIMALS

Amends the Department of Veterans Affairs Act. Provides that the Department of Veterans Affairs shall provide informational resources and education to veterans returning from deployment regarding service animals for individuals with disabilities including, but not limited to, resources and education on service animals that guide people who are blind, pull a wheelchair, alert a person with hearing loss, protect a person having a seizure, assist a person with a traumatic brain injury, and calm a person with post-traumatic stress disorder during an anxiety attack or psychiatric episode.

JOBLESS YOUTH TASK FORCE

Creates the Statewide Task Force on Developing Opportunities for Youth and Young Adults Who Are Jobless and Out-of-School in order to examine and develop programs to address the growing numbers of out-of-school and jobless youth in Illinois, including those without a high school diploma, who are neither working nor in school, and low-attending jobless high school students.

PROB OFFICER-TRAINING

Amends the Probation and Probation Officers Act. Provides that the Division of Probation Services shall establish training standards for continuing education of probation officers and supervisors and broaden access to available training programs. Effective immediately.

HIGHER ED-MINORITY TEACHERS

Amends the Higher Education Student Assistance Act. Provides that a student who is already licensed to teach and is enrolled in a course of study leading to an additional teaching endorsement or a master's degree in an academic field in which he or she is teaching or plans to teach may participate in the Minority Teachers of Illinois scholarship program (rather than limiting the program to undergraduate students). Makes a conforming change. Effective immediately.

HIGHER ED-IN-STATE STUDENT AID

Amends the University of Illinois Act, Southern Illinois University Management Act, Chicago State University Law, Eastern Illinois University Law, Governors State University Law, Illinois State University Law, Northeastern Illinois University Law, Northern Illinois University Law, and Western Illinois University Law. Provides that notwithstanding any other provision of law to the contrary, a student who meets the requisite requirements concerning being deemed an Illinois resident for tuition purposes is eligible to apply or receive consideration for any student aid or benefit funded or administered by the State, State agencies, public institutions, or the university, including scholarships, grants, awards, stipends, room and board, tuition waivers, or other financial or in-kind assistance, but excluding Monetary Award Program grants.

ANIMAL DEVOCALIZATION

Amends the Humane Care for Animals Act. Provides that no person, except a veterinarian licensed in this State, using anesthesia, may surgically debark or silence a dog or cat. Provides that a veterinarian conducting a debarking procedure must file a written certification with the Department of Agriculture and the Department of Financial and Professional Regulation, stating that the surgical debarking or silencing is medically necessary to treat or relieve an illness, disease, or injury, or correct a congenital abnormality that is causing or will cause the dog or cat medical harm or pain. Provides that violation of this provision is a Class 3 felony and may have a fine of not more than $2,500 imposed or imprisoned up to 5 years, or both fined and imprisoned.

QUICK-TAKE: CICERO PUB SCHOOLS

Amends the Eminent Domain Act. Provides that quick-take proceedings may be used for a period of no more than one year after the effective date by the Cicero Public School District 99 in Cook County for the acquisition of certain described property for the purpose of early childhood schools. Effective immediately.

SCH CD-SPECIAL ED TRUANCY

Amends the Compulsory Attendance Article of the School Code. In provisions concerning the penalty for knowingly and willfully permitting a child to persist in his or her truancy, provides that any person having custody or control of a child who is receiving special education services is guilty of a Class B misdemeanor and is subject to not more than 6 months' imprisonment or a fine of up to $1,000 or both upon conviction for knowingly and willfully persisting in the child's truancy.
