Amends the Illinois Vehicle Code. Adds fleeing or eluding a police officer to the list of offenses for which municipalities may impound a vehicle. Effective immediately.

Creates the Dual Enrollment and Dual Credit Act. Requires each school board of a school district that maintains a high school and each board of trustees of a community college district to establish a dual enrollment and dual credit option program under which potential or recent high school student dropouts may dually enroll in their home high school and the local community college in a dual credit program consisting of high school completion coursework and a community college credential, certificate, or degree program. Provides that students completing the program may obtain their high school diploma while obtaining a community college credential, certificate, or degree. Requires the Department of Employment Security to assist students who have successfully completed the program in securing a job upon the application of the student or the participating high school or community college. Requires the State Board of Education to establish criteria for the program. Sets forth other program requirements. Provides for State funding. Effective immediately.
Amends the Nursing Home Care Act, the ID/DD Community Care Act, and the Specialized Mental Health Rehabilitation Act. Provides that written notice of the death of a resident which occurs at a facility, or the death of a resident who has not been discharged from a facility but whose death occurs elsewhere, shall within 10 days of the resident's death be mailed to the Department of Public Health. Provides that the Department, for the primary purpose of monitoring patterns of abuse and neglect of residents, shall make such notices available to the Guardianship and Advocacy Commission and to the agency designated by the Governor under the Protection and Advocacy for Developmentally Disabled Persons Act. Provides that the notice shall include the name of the resident, the name and address of the facility at which the death occurred, the resident's age, the nature of the resident's condition, including any evidence of previous injuries or disabilities or relevant medical conditions, and any other information which might be helpful in establishing the cause of death. Effective immediately.
Amends the School Code. Provides that no later than January 1, 2015, each school board shall require that parents identify and disclose any food allergies of the student. Provides that the required disclosures shall be distributed to all relevant school personnel. Further provides that in the case of a life-threatening food allergy, the school shall implement an individualized health care and food allergy action plan for the student. Effective immediately.
Amends the Counties Code. Provides that all deaths that occur in nursing homes or facilities operated by the State shall be reported to the coroner of the county in which the facility is located. Effective immediately.
Amends the Lead Poisoning Prevention Act to provide that if an inspection report identifies a lead hazard, then lead abatement must be conducted before any construction to or demolition of the dwelling or residential building may occur.
Amends the Nursing Home Care Act. Requires a nursing home to place electronic monitoring devices throughout the facility in areas including specified common areas and residents' rooms. Allows residents to opt out of electronic monitoring in their rooms. Sets forth requirements concerning recordings. Provides that intentionally hampering, obstructing, tampering with, or destroying an electronic monitoring device installed in a facility is a Class A misdemeanor for which a $5,000 fine may be imposed. Provides for access to real-time and recorded files. Allows for the admission of recordings into evidence. Contains provisions concerning civil liability; reimbursement of facilities for expenses incurred in installing electronic monitoring systems; the authority of the Department of Public Health to deny, suspend, or refuse to renew a facility's license; the adoption of rules by the Department; and other matters. Effective immediately.
Amends the Property Tax Code. Removes the income limitation for the purposes of determining eligibility for the senior citizens assessment freeze homestead exemption. Effective immediately.
Creates the Senior Financial Exploitation Task Force to study the problem of financial exploitation of at-risk elderly adults in Illinois.
Creates the Seniors Pharmaceutical Assistance Act. Contains only a short title provision.
