Amends the Chicago Teacher Article of the Illinois Pension Code. Raises the maximum allowable service retirement pension from 75% to 80% of average salary. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Carbon Monoxide Alarm Detector Act. Exempts any facility licensed under the Nursing Home Care Act from the requirements of the Act.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides an early retirement incentive program for certain teachers who terminate service on or after February 1, 2008 and on or before June 30, 2008 or on or after February 1, 2009 and on or before June 30, 2009. Allows the purchase of up to 5 years of age enhancement and creditable service. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Judges Article of the Illinois Pension Code. Provides that a judge who was eligible for the maximum annuity and elected to discontinue contributing to the System may file a letter with the Board cancelling the direction to discontinue contributing to the System before July 1, 2009. Requires payment of an amount equal to the total of the discontinued contributions plus interest, except that a judge who (i) elected to discontinue contributing to the System before December 10, 1999 (the effective date of Public Act 91-653) and (ii) files with the Board a letter cancelling the direction to discontinue contributing to the System after the effective date of the amendatory Act and before July 1, 2009 must make contributions to the System based only on the amount of the increases in salary received by the judge on or after December 10, 1999 (the effective date of Public Act 91-653). Includes language exempting the changes from the new benefit increase provisions. Effective immediately.
Amends the Wrongs to Children Act. Provides that it is unlawful for any coach, parent, teacher, or other person to knowingly allow the use of an aluminum bat during a recreational baseball or softball game in which a person under the age of 13 is a participant. Provides that a violation is a petty offense and is punishable by a fine of $250 for a first offense and $500 for a second or subsequent offense. Effective immediately.
Amends the Cook County Article of the Illinois Pension Code. Deletes provisions concerning the expense reserve, county contribution reserve, employee's contribution reserve, annuity payment reserve, prior service annuity reserve, child's annuity reserve, duty disability reserve, ordinary disability reserve, gift reserve, investment and interest reserve, supplementary payment reserve, and optional contribution reserve. Makes corresponding changes. Provides that an adequate system of accounts and records shall be established to report the financial condition of the County Employees' and Officers' Annuity and Benefit Fund and that such additional data as is necessary for required calculations, actuarial valuations, and operation of the fund shall be maintained. Effective immediately.
Amends the Chicago Park District Article of the Illinois Pension Code. Provides that the surviving spouse's annuity for a surviving spouse of a person first employed under the Article on or after the effective date shall be subject to an annual increase at a rate of 3% of the original fixed annuity (instead of 3% of the amount of annuity then payable). Provides that the board of park commissioners of any such park district shall levy a tax annually upon all taxable property in the district at a rate that will produce a sum that will be sufficient to bring the total assets of the Park Employees' and Retirement Board Employees' Annuity and Benefit Fund up to 90% of the total actuarial liabilities of the Fund by the end of fiscal year 2016 (instead of a sum that will be sufficient for the purposes of the Article, with a maximum provided). Amends the State Mandates Act to require implementation without reimbursement.
Provides that the collector shall assess a fee of up to $5 for each duplicate tax bill (instead of each duplicate tax bill provided to any mortgage lender who is not the property owner of record). Effective immediately.
Amends the State Employee Article of the Illinois Pension Code. Provides that, beginning January 1, 2009, the social security offset shall no longer be applied to specified widow's or survivor's annuities. Provides that the retirement contribution for covered employees is increased 0.6% to remove the Social Security offset from their widow's or survivor's annuity, thus making their total contribution for that purpose 1.1%. Provides that, on or before January 1, 2009 and at future dates as established by the State Employees' Retirement System of Illinois, the covered employee may elect not to increase or to decrease his or her contribution, thus making his or her widow's or survivor's annuity subject to the Social Security offset. Provides that, after January 1, 2009, any contributions already made to the System for the purpose of removing the Social Security offset shall not be refunded and any election with reference to the Social Security offset shall be made within the limitations specified by the System. Specifies that the increased contributions are included in certain refunds. Specifies the required funding for the new benefit increase; specifies the effects of expiration if the General Assembly fails to extend the new benefit increase. Effective immediately.
