Amends the Illinois Municipal Code. Provides that the rates of the Non-Home Rule Municipal Retailers' Occupation Tax Act, the Non-Home Rule Municipal Service Occupation Tax Act, and the Non-Home Rule Municipal Use Tax Act may not exceed 1% (now, the rates may not exceed 1/2 of 1%).

Amends the Cook County Article of the Illinois Pension Code. Provides that certain elected county officials may begin to receive a retirement annuity at age 55 with 10 years of service or age 60 with 8 years of service. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends various Acts relating to the governance of public universities in Illinois. Provides that a university may not impose a fine on a student for violating a university policy governing student conduct in an amount that exceeds $25 for a first offense, $50 for a second offense, $75 for a third offense, or $100 for a fourth or subsequent offense.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning the Public Pension Division of the Department of Insurance.
Amends the Cook County Article of the Pension Code. Allows a county correctional officer to establish credit for periods spent as an officer or employee of a labor organization that represents employees without paying the employer contributions if application is made on or after July 1, 2003 and before July 1, 2004. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Vehicle Code. Makes it a petty offense to drive a motor vehicle while using a wireless telephone, unless that telephone is designed and configured to allow hands-free operation, and is used in that manner while driving. Provides that the offense is punishable by a fine of not more than $20 for a first offense and not more than $50 for each subsequent offense. Provides that this prohibition does not apply to a person who is using the wireless telephone to contact a law enforcement agency or public safety entity for emergency purposes, as specified. Amends the State Mandates Act to require implementation without reimbursement by the State.
Amends the General Assembly Article of the Illinois Pension Code. Provides that a member may establish credit for certain military service without paying the employer's cost of those benefits if payment is made on or after July 1, 2004.
Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Makes a technical change in a Section concerning the short title.
