Amends the Illinois Pension Code to allow certain current and former Department of Revenue investigators to transfer service credits from downstate police pension funds to the State Employees' Retirement System. Effective immediately.

Amends the Illinois Human Rights Act. Prohibits an employer from requiring an employee to solicit customers to apply for issuance of a credit card, or other credit confirmation or identification, that is intended primarily for the purpose of purchasing or leasing goods or services from the employer, a person related to the employer, or others licensed or franchised to do business under the employer's business or trade name or designation. Provides that it is a civil rights violation for an employer to discharge or discriminate against an employee in promotion, compensation, or the terms, conditions, or privileges of employment for failing or refusing to solicit customers to apply for issuance of a credit card or other credit confirmation or identification. Contains applicability provisions regarding employees affected by a collective bargaining or other employment agreement that is inconsistent with the new provisions.
Creates the Public School Teachers' Pension and Retirement Fund of Chicago Continuing Appropriation Act. Provides for appropriations from the Common School Fund to the Public School Teachers' Pension and Retirement Fund of Chicago of the amount by which the total available amount of all other appropriations to that Retirement Fund for the payment of State contributions is less than the total amount of the vouchers for required State contributions lawfully submitted by the Retirement Fund for that month under Section 17-127 of the Illinois Pension Code on a continuing monthly basis. Provides that nothing in the Act shall be construed, interpreted, or otherwise viewed to imply an authorization, desire, or intent to merge or in any other way combine the Public School Teachers' Pension and Retirement Fund of Chicago with any other pension fund. Effective immediately.
Amends the Chicago Teachers Article of the Illinois Pension Code. Raises the maximum allowable service retirement pension from 75% to 80% of average salary. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Teacher Article of the Pension Code. Calculates the pro rata portion of the initial annual increase in retirement pension from attainment of age 55 (or the date of retirement) rather than from attainment of age 61. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Creates the Agreement Among the States to Elect the President by National Popular Vote Act. Ratifies and approves the Agreement Among the States to Elect the President by National Popular Vote. Provides that the agencies and officers of this State and its subdivisions shall enforce the compact and do all things appropriate to effect its purpose and intent that may be within their respective jurisdictions.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "year".
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes it an unlawful practice for any lender under a revolving credit arrangement to charge a late fee on that account if: (i) the lender provides the debtor with a statement that contains a due date; (ii) the lender has an automated payment system; and (iii) the debtor pays the bill at any time before midnight central time on the due date listed on the statement using the automated payment system. Makes it an unlawful practice for any lender under a revolving credit arrangement to report a late payment of a debtor to any credit reporting agencies if the debtor has paid the bill at any time before midnight central time on the due date listed on the statement using the automated payment system. Effective immediately.
Amends the State Officials and Employees Ethics Act. Requires that the quarterly reports of an Inspector General be available to the public (now, to an executive branch constitutional officer or the General Assembly and to the appropriate ethics commission) and include the number of (i) complaints deemed valid to warrant investigation and (ii) investigated State employees in categories of disposition. Makes violation of the confidentiality of an Inspector General's investigatory files and reports a Class 4 felony. Effective immediately.
Amends the IMRF Article of the Illinois Pension Code. Grants service credit for the first month of participating employment, even if a paycheck is not issued during that month. Changes the manner of calculating the contribution required for establishing certain prior service credit. For persons switching from total and permanent disability to a retirement annuity, includes any accrued increases in the disability benefit in the final rate of earnings for retirement annuity purposes. Allows disability benefits to be retroactive to the beginning of the previous calendar year. Makes the annuitant trustee a voting member of the Board and increases the number of votes required for action to 5. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
