Amends the Chicago Police Article of the Illinois Pension Code. Beginning January 1, 2007, increases the duty disability benefit to 75% of the current salary attached from time to time to the rank held by the policeman at the time of removal from the police department payroll. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Chicago Police Article of the Illinois Pension Code to base retirement benefits on the highest 36 months, rather than 4 years, of salary within the last 10 years of service, for persons retiring after December 31, 2006. Amends the Code of Criminal Procedure of 1963. Provides that a person charged with an offense for which the person, upon conviction, would be subject to registration under the Arsonist Registration Act if the person has previously been convicted of any of the following offenses: (i) arson, (ii) aggravated arson, (iii) residential arson, (iv) place of worship arson, (v) possession of explosives or explosive or incendiary devices, (vi) aggravated participation in methamphetamine manufacturing under subparagraph (F) of paragraph (1) of subsection (b) of Section 15 of the Methamphetamine Control and Community Protection Act (participation in the manufacture of methamphetamine with the intent that methamphetamine or a substance containing methamphetamine be produced and the methamphetamine manufacturing in which the person participates is a contributing cause to a fire or explosion that damages property belonging to another person), or (vii) an attempt to commit any of these offenses and if the court, after a hearing, determines that the release of the defendant would pose a real and present threat to the physical safety of any person and denial of bail is necessary to prevent fulfillment of that threat, bail may be denied. Establishes procedures for that hearing.
Amends the Illinois Income Tax Act. Requires that each individual income tax return form must contain a provision that a tax preparer must check to indicate that the preparer has informed the taxpayer about the tax checkoffs and has asked the taxpayer whether he or she wishes to make a donation under each checkoff.
Amends the State Finance Act. Excludes moneys received by the Department of Financial and Professional Regulation under the Illinois Credit Union Act from those moneys required to be deposited into the Financial Institution Fund. Makes certain provisions concerning transfers to the General Revenue Fund inapplicable to (i) any fund established under the Illinois Credit Union Act, the Illinois Banking Act, the Illinois Savings and Loan Act of 1985, or the Savings Bank Act and (ii) the Professions Indirect Cost Fund. Limits transfers and expenditures from those funds to specified purposes. Prohibits the allocation or transfer of additional amounts generated by certain fee increases with respect to or from the Credit Union Fund. Amends the Illinois Banking Act, the Illinois Savings and Loan Act of 1985, and the Savings Bank Act. With respect to the moneys in each of the Bank and Trust Company Fund, the Savings and Residential Finance Regulatory Fund, and the Credit Union Fund, (i) exempts those moneys from assignment or transfer except for unappropriated administrative expenses and (ii) provides that the moneys remain the property of and must be held in trust for the financial institutions from which they were collected. For FY08, requires the Commissioner of Banks and Real Estate (now, the Director of the Division of Banks and Real Estate) to adopt rules to adjust regulatory fee rates in the specified manner. Amends the Illinois Credit Union Act. Provides that the regulatory fee paid by a credit union to the Department of Financial and Professional Regulation shall be the lesser of (i) the rate pursuant to the regulatory fee schedule or (ii) a rate established in a manner proportionately consistent with the rates in the regulatory fee schedule and that would fund the actual administrative and operational expenses of the Credit Union Section. Increases rates in the regulatory fee schedule for credit unions with total assets over $5,000,000. Requires the Director of Financial and Professional Regulation to adjust the fee schedule for the next fiscal year. Provides that the fee schedule may be increased by no more than 5% annually if necessary to defray the actual (now, estimated) administrative and operational expenses of the Credit Union Section (now, the Department). Prohibits any increase in the fee schedule if the amount remaining in the Credit Union Fund at the end of the fiscal year is equal to or greater than 25% of the actual administrative and operational expenses for the preceding fiscal year. Requires the Director to base the regulatory fee for the next fiscal year on the credit union's total assets as of December 31 of the preceding calendar year. Beginning on July 1, 2005, requires a credit union to pay the regulatory fee in quarterly installments due and payable on the due date for the call report for the preceding quarter (now, a credit union is required to pay the regulatory fee in full no later than March 1 of each calendar year). Provides for a regulatory fee cap of $125,000 (now, $187,500). Effective immediately.
Amends the State Employee Article of the Illinois Pension Code. Provides the alternative (State police) retirement formula for certain automotive mechanics employed by the Illinois State Toll Highway Authority who are assigned to retrieve or repair State vehicles on State highways or tollways and for certain maintenance equipment operators employed by the Department of Human Services or its predecessor department. Exempts the changes from the provisions of the Article concerning new benefit increases. Effective immediately.
Amends the Chicago Police Article of the Illinois Pension Code. Compounds the automatic annual increase in retirement annuity. Also increases it to 3%, reduces the minimum age to 55, and removes the 30% maximum increase limitation for all annuitants. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Provides that the Department of State Police shall develop a protocol for one statewide reporting requirement to be followed when law enforcement officers, fire fighters, emergency management personnel, or other governmental employees engaged in public safety encounter a dwelling, structure, or other site at which methamphetamine had been illegally manufactured. Provides that the Department of State Police must develop the protocol by January 1, 2007 and post the protocol on the Department's official Web site. Further amends the Department of State Police Law of the Civil Administrative Code of Illinois and amends the School Code and the Child Care Act of 1969. Provides that the Department of State Police and the State Board of Education shall jointly create "scratch and sniff" cards that contain the odor emitted by anhydrous ammonia, which is a component in the manufacture of methamphetamine. Provides that the Department of State Police and the State Board of Education shall distribute these cards to teachers and employees of public and private elementary schools, secondary schools, nursery schools, and day care centers throughout the State so that these teachers and employees may be able to detect the odor of children who have been exposed to the manufacture of methamphetamine.
