Amends the Criminal Code of 1961 relating to the possession of burglary tools. Provides that the possession of a key designed for lock bumping demonstrates intent to commit a felony or theft. Defines "lock bumping".

Amends the Permanent Noise Monitoring Act. Provides that responsibility for ensuring that each airport has an operable permanent noise monitoring system lies with the airport sponsor, defined as any municipality that can own and operate an airport, rather than with the Division of Aeronautics of the Illinois Department of Transportation. Provides that the airport sponsor shall be responsible for the operation of each system and for the design and construction of any new system. Provides that, beginning in 2009, the airport sponsor (rather than the Division) shall be responsible for preparing and making available to the public, twice each year, a permanent noise monitoring report. Provides that, beginning in 2009, the Division shall be provided with a copy of each report. Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in Section concerning payments to the City of Chicago for participation in the City of Chicago's health care plans.
Amends the Chicago Police Article of the Illinois Pension Code. Provides that, for the purposes of child's annuities, no age limitation shall apply to a child who is so physically or mentally handicapped as to be unable to support himself or herself. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Police Article of the Illinois Pension Code. Beginning January 1, 2009, increases the duty disability benefit to 75% of the current salary attached from time to time to the rank held by the policeman at the time of removal from the police department payroll. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Unified Code of Corrections. Provides that when a defendant is convicted of battery or aggravated battery, the defendant shall undergo medical testing to determine whether the defendant has any sexually transmissible disease, including a test for infection with human immunodeficiency virus (HIV) or any other identified causative agent of acquired immunodeficiency syndrome (AIDS). Provides that the court may order disclosure to a State's Attorney of the results of the test if the State's Attorney shows that it is relevant in order to prosecute any offense in which the exchange of bodily fluids occurs. Effective immediately.
Creates the Retail Health Care Facility Permit Act and amends the State Finance Act. Authorizes the Department of Public Health to issue permits for the operation of retail health care facilities. Sets forth the requirements for a permit and the procedures for obtaining a permit. Sets forth requirements for the operation of retail health care facilities. Sets forth procedures in the case of a denial, suspension, revocation, or nonrenewal of a permit. Authorizes the assessment of civil monetary penalties against a permit holder for violations of the Act. Provides that a facility operating without a valid permit or operating on a revoked permit or operating without an operator on duty is guilty of committing a public nuisance, and provides that a person convicted of knowingly maintaining such a public nuisance is subject to criminal penalties. Creates the Retail Health Care Facility Permit Fund for use by the Department of Public Health in conducting activities relating to retail health care facilities. Effective June 1, 2008.

Amends the Chicago Police Article of the Illinois Pension Code. Provides that a widow's annuity shall no longer be subject to termination or suspension due to remarriage and any widow's annuity that was previously terminated or suspended by reason of remarriage shall, upon application, be resumed as of the date of the application, but in no event sooner than the effective date. Specifies that the resumption shall not be retroactive. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Public Utilities Act. Provides that any gas utility may enter into a contract for up to 20 years of supply with any company for the purchase of synthetic natural gas (rather than a 20-year supply contract with any company for synthetic natural gas) produced from coal through the gasification process if the company has commenced construction of a coal gasification facility by July 1, 2009 (rather than July 1, 2008). Makes changes in factors used to determine whether the cost for synthetic natural gas is reasonable and prudent. Effective immediately.
