Urges Illinois constitutional officers, members of the Illinois House of Representatives, members of the Illinois Senate, as well as the presidents and chairpersons of the Boards of Trustees of individual universities of the State university system, to encourage the playing of the official State song, "Illinois", at all official events.

Amends the State Police Act, the Clerks of Courts Act, the Illinois Vehicle Code, and the Unified Code of Corrections. Provides that any person who is convicted of, or receives a disposition of court supervision for a violation of the Illinois Vehicle Code, or Criminal Code of 1961 or Criminal Code of 2012, the court shall impose an additional fine of $15 payable to the clerk of the circuit court. Such an additional penalty shall not be considered a part of the fine for purposes of any reduction made in the fine for time served, either before or after sentencing. The amount shall be remitted to the State Treasurer within 60 days after receipt for deposit into the State Police Merit Board Public Safety Fund for distribution for expenses of the Board for the administration and conduct of all its programs for State police personnel. Of this fine, 2.5% shall be deposited into the Circuit Court Clerk Operation and Administration Fund to be used to offset the costs incurred by the circuit court clerk in performing the additional duties required to collect and disburse funds.
Amends the Unified Code of Corrections. Provides that a person who was convicted of killing a peace officer in the line of duty shall not be granted parole or aftercare release unless three-fourths members of the Prisoner Review Board agree.
Amends the Property Tax Code. Provides that, if a taxpayer must have an income that is at or below a certain amount in order to qualify for an exemption, then, for the purposes of that exemption, the term "income" does not include Social Security benefits unless expressly stated otherwise. Effective immediately.

Amends the Illinois Human Rights Act. Provides that it is a civil rights violation for an employer, employment agency, or labor organization to discriminate against any person on the basis of the person's familial status. Provides that "familial status" has the same meaning as in the Article of the Act concerning real estate transactions. Makes a corresponding change in a Section containing a declaration of policy.
Amends the Illinois Athletic Trainers Practice Act. Changes the definition of "licensed athletic trainer" to someone who, upon the direction of, on the prescription of, or in collaboration with a physician, provides therapeutic intervention and rehabilitation of injuries and medical conditions incurred by individuals as prescribed by the Board of Athletic Trainers and for which the athletic trainer has received appropriate education and training. Replaces specific duties of an athletic trainer with language allowing him or her to utilize emergency care and physical medicine and rehabilitation techniques as related to prevention, emergency care, clinical diagnosis, therapeutic intervention, rehabilitation, and reconditioning. Defines "referral" to mean the guidance and direction given by the physician, who shall maintain supervision of the individual (rather than the athlete). Defines "physician" as a physician licensed under the Medical Practice Act to practice medicine in all of its branches or a chiropractic physician. Removes specific titles and letters an individual can only use when licensed as an athletic trainer under the Act. Provides that abandonment of an individual (rather than an athlete) is grounds for discipline.
Amends the Hospital Licensing Act. Requires a hospital that is treating a patient for a heroin overdose to test that patient for hepatitis C.
Declares December 3, 2016 as Statehood Day in Illinois.
Amends the Pharmacy Practice Act. Requires pharmacies to establish and maintain a quality assurance program designed to prevent dispensing errors as well as a process designed to detect and identify dispensing errors. Requires pharmacies to commence an investigation into any detected dispensing errors within 2 days after the date the dispensing error is discovered. Requires that if an investigation into a dispensing error indicates that the dispensing error is attributable, in whole or in part, to the pharmacy or its personnel, that a quality assurance review be performed. Provides requirements for the quality assurance review and its records. Provides that the records of the quality assurance review shall not be subject to discovery in any arbitration, civil, or other proceeding, except in certain circumstances. Effective 12 months after becoming law.
