Amends the Elder Abuse and Neglect Act. Redefines "domestic living situation" to mean a residence where the eligible adult at the time of the report lives alone or with his or her family or a caregiver, or others, or a board and care home or other community-based unlicensed facility, with certain exceptions (rather than a residence where the eligible adult lives alone or with his or her family or a caregiver, or others, or a board and care home or other community-based unlicensed facility, with certain exceptions). Effective immediately.

Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the short title.
Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 3% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Provides that the Treasurer may solicit proposals from entities to manage and be the General Partner of Technology Development Account IIb, a separate fund consisting of investments from private sector investors that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.
Amends the Community Senior Services and Resources Act. Repeals the Act. Effective immediately.
Amends the Mental Health and Developmental Disabilities Administrative Act. Requires the Department of Human Services to record the menstrual cycles of every woman of child-bearing age who is admitted to and remains in a mental health facility for more than 60 days. Effective immediately.
Amends the Senior Pharmaceutical Assistance Act. Provides that the Senior Pharmaceutical Assistance Review Committee shall meet at the call of the co-chairs, as deemed necessary (rather than but at least quarterly). Further provides that the Committee shall report to the General Assembly and the Governor as it deems necessary (rather than annually or as it deems necessary) regarding proposed or recommended changes to pharmaceutical assistance programs that benefit Illinois seniors and any associated costs of those changes. Effective immediately.
Amends the Public Water Supply Regulation Act. Provides that the rules of the Illinois Department of Public Health concerning the addition of fluoride to public water supplies shall incorporate the recommendations on optimal fluoridation for community water levels as proposed and adopted by the U.S. Department of Health and Human Services. Effective immediately.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.
Creates the Foreclosure Working Group, appointed by the State Housing Task Force, to create recommendations to address the foreclosure and housing crisis in the State.
Honors the life and legacy of farm workers' leader Cesar Estrada Chavez.
