Amends the Transmitters of Money Act. Provides that virtual currency does not have legal tender status. Defines "virtual currency" as a medium of exchange that operates like currency in some environments, but does not have all the attributes of real currency. Effective immediately.

Amends the Elder Abuse and Neglect Act. Makes a technical change in a Section concerning the short title.
Amends the Kinship Navigator Act. Makes a technical change in a Section concerning the short title.
Amends the Business Enterprise for Minorities, Females, and Persons with Disabilities Act. Provides that the Business Enterprise Council shall study the Illinois State Toll Highway Authority's Earned Credit Program to determine (a) how the Program could be adapted to apply all State construction projects, and (b) the changes to Illinois' statutes and rules that would be needed to implement the Program statewide. Directs the Council to its findings to the Secretary of Human Services and to the General Assembly on or before January 1, 2015. Repeals these provisions on January 1, 2016. Effective immediately.
Amends the Department of Human Services Act. Provides that the Department shall develop informational materials for families and children of parents who have been arrested and issued an immigration hold or detained by the Department of Homeland Security. Amends the Juvenile Court Act of 1987. Makes numerous changes regarding: the immigration status of a parent, guardian, legal custodian, or responsible relative; establishment of memoranda of understanding with appropriate foreign consulates for juvenile court cases in which a parent has been arrested and issued an immigration hold, has been detained by the Department of Homeland Security, or has been deported to his or her country of origin; services to assist parents who have been deported; assistance to a minor in a juvenile court case who is eligible for special immigrant juvenile status; consideration of a parent's detention by the Department of Homeland Security or deportation; continuances if a parent has been arrested and issued an immigration hold, detained by the Department of Homeland Security, or deported; placement outside the United States; and other matters. Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that the immigration status of a parent, legal guardian, or relative does not disqualify the parent, legal guardian, or relative from receiving custody of a child. Amends the Probate Act of 1975. Provides that relative's immigration status does not disqualify the relative from acting as guardian of a minor.
Amends the State Comptroller Act. Makes a technical change in a Section concerning the short title.
Amends the State Employment Records Act. Makes a technical change in a Section concerning the short title.
Amends the School Code. Makes a technical change in a Section concerning the members of the State Board of Education.
Amends the Electronic Fund Transfer Act. Provides that for every electronic fund transfer performed in Illinois, financial institutions shall remit $0.01 to the Division of Banking of the Department of Financial and Professional Regulation for deposit into the Illinois DREAM Fund. Effective immediately.
Amends the School Code. Provides that as a prerequisite to receiving a high school diploma, each pupil in grades 9 through 12 entering the 9th grade in the 2013-2014 school year or thereafter must complete at least 40 hours of community service during the time period he or she is in those grades. Effective immediately.
