WRK COMP CONSIDER APPROPRIATED

Amends the Workers' Compensation Act. Provides that, in the event of insufficient funds in the Injured Workers' Benefit Fund to pay all claims, an amount of money sufficient to make up the deficiency shall be considered to be always appropriated from the Illinois Workers' Compensation Commission Operations Fund, the Rate Adjustment Fund, the Settlement Fund, and the Second Injury Fund. Provides that the minimum payout from the Injured Workers' Benefit Fund for death or permanent total disability is 364 weeks of benefits payable in a lump sum.

VEH CD-MONARCH PLATES

Amends the State Finance Act. Creates the Roadside Monarch Habitat Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Monarch plates. Provides that the applicant shall pay an additional fee of $40 for original issuance of the plates, of which $25 shall be deposited into the Roadside Monarch Habitat Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $27 shall be charged for each renewal, of which $25 shall be deposited into the Roadside Monarch Habitat Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Roadside Monarch Habitat Fund shall be paid as grants to fund roadside monarch and other pollinator habitat development, enhancement, and restoration projects in this State. Effective immediately.

TRICLOSAN BAN

Amends the Illinois Food, Drug and Cosmetic Act. Prohibits any person or business from selling or offering to sell any cleaning product that contains triclosan and is used by consumers for sanitizing or hand or body cleansing. Provides that this prohibition does not apply to individual products for which specific United States Food and Drug Administration approval for consumer use has been secured. Provides that each violation of this prohibition is a business offense with a fine of $10,000.

HIGHER ED-IN-STATE STUDENT AID

Amends the University of Illinois Act, Southern Illinois University Management Act, Chicago State University Law, Eastern Illinois University Law, Governors State University Law, Illinois State University Law, Northeastern Illinois University Law, Northern Illinois University Law, and Western Illinois University Law. Provides that notwithstanding any other provision of law to the contrary, a student who meets the requisite requirements concerning being deemed an Illinois resident for tuition purposes is eligible to apply or receive consideration for any student aid or benefit funded or administered by the State, State agencies, public institutions, or the university, including scholarships, grants, awards, stipends, room and board, tuition waivers, or other financial or in-kind assistance, but excluding Monetary Award Program grants.
