Amends the Department of State Police Law. Provides that any radio or television broadcast station or cable television system participating in an emergency alert program and any director, officer, employee, or agent of that station or system shall be immune from liability to any person for damages or losses caused or allegedly caused by, and shall not be subjected to a criminal or civil fine or penalty for, the broadcast or cablecast or failure to broadcast or cablecast any information pursuant to the emergency alert program. Effective immediately.
Urges NBC/Telemundo to negotiate a contract in good faith for WSNS-TV Telemundo broadcast journalists.
Amends the Mobile Home Park Act. Makes a technical change in a Section concerning the findings of the General Assembly.
Amends the Consumer Installment Loan Act. Provides provisions concerning consumer protections, prohibited acts, required disclosures, and members of the military for loans under the Act with a finance charge exceeding an annual percentage rate of 36% for which the lender accepts any of the following as security for the loan: (1) one or more checks dated on the date written with an agreement to hold them for a period of days before deposit or presentment or one or more checks dated subsequent to the date written with an agreement to hold them for deposit; (2) one or more authorizations to debit a consumer's bank account; or (3) an interest in a consumer's wages, including, but not limited to, a wage assignment.

Amends the Abused and Neglected Child Reporting Act. Adds members of a school board, the Chicago Board of Education, or the governing body of a private school as mandated reporters. Provides that any person who knowingly and willfully violates any mandated-reporter provision of the Act other than a second or subsequent violation of transmitting a false report is guilty of a Class 4 felony (instead of a Class A misdemeanor) for a first violation and a Class 3 (instead of Class 4) felony for a second or subsequent violation. Effective immediately.
