Amends the Abandoned Newborn Infant Protection Act. Provides that every hospital, fire station, emergency medical facility, and police station that is required to accept a relinquished newborn infant in accordance with the Act must post a sign in a conspicuous place on the exterior of the building housing the facility informing persons that a newborn infant may be relinquished at the facility in accordance with the Act. Requires the Department of Children and Family Services to prescribe specifications for the signs and for their placement that will ensure statewide uniformity. Effective immediately.

Amends the Illinois Insurance Code. In the Article concerning Public Insurance Adjusters, changes the definition of "Public Insurance Adjuster". Provides that no person may solicit or hold himself out to be in the business of adjusting insurance claims. Deletes provisions regarding the issuance of a Public Insurance Adjuster license. Provides that each Public Insurance Adjuster license shall contain the business address of the Public Insurance Adjuster and that the holder of license shall notify the Director of Insurance, in writing, of a change of business address within 30 days of the change. Provides that no person may engage in the business of adjusting insurance claims unless such person is licensed pursuant to the Article and registered with the Director. Provides that a Public Insurance Adjuster shall provide the insured with a document setting forth the scope, amount, and value of the damages prior to requesting the insured for authority to settling any loss. Provides that a Public Insurance Adjuster may not refer the insured to a contractor to perform fire restoration or repairs other than construction caused by the loss giving rise to the claim for which the Public Insurance Adjuster was retained. Provides that in all cases where the loss giving rise to the claim for which the Public Adjuster was retained arise from damage to a personal residence, the insurance proceeds shall be delivered to the named insured. Provides that neither a Public Insurance Adjuster nor any of his or her representatives must physically appear at the damaged premises during the first 3 business days following the loss-producing occurrence or the departure of the fire department or its representatives from the damaged premises, whichever is later. Provides certain limitations on the business ownership interests of Public Insurance Adjusters. Makes other changes.
Amends the Sex Offender Registration Act. Provides that when a sex offender registers with the appropriate law enforcement agency, he or she shall provide the law enforcement agency with all e-mail addresses, instant messaging identities, chat room identities, and other Internet communications identities that the sex offender uses or plans to use, all Uniform Resource Locators (URLs) registered or used by the sex offender, and all blogs and other Internet sites maintained by the sex offender or to which the sex offender has uploaded any content or posted any messages or information. Amends the Sex Offender Community Notification Law. Provides for disclosure of such information to the public. Effective immediately.
Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for gunrunning, narcotics racketeering, delivery of a controlled substance, possession of a controlled substance with intent to manufacture or deliver, controlled substance trafficking, calculated criminal drug conspiracy, criminal drug conspiracy, street gang criminal drug conspiracy, certain other specified violations of the Illinois Controlled Substances Act, participation in methamphetamine manufacturing, methamphetamine-related child endangerment, methamphetamine delivery, possession of methamphetamine with intent to deliver, methamphetamine trafficking, methamphetamine conspiracy, cannabis trafficking, delivery of cannabis on school grounds, calculated criminal cannabis conspiracy, certain other specified violations of the Cannabis Control Act, a Class 2 or greater felony conviction for money laundering, or drug induced homicide shall receive no more than 7.5 days good conduct credit for each month of his or her sentence of imprisonment. Effective immediately.
Creates the High Speed Internet Services and Information Technology Law and amends the State Finance Act. Provides that the Lieutenant Governor, with the advice of the Broadband Deployment Council, shall enlist a nonprofit corporation to implement a comprehensive, statewide high speed Internet deployment strategy and adoption initiative. Specifies the duties of the nonprofit organization. Provides that nothing in the High Speed Internet Services and Information Technology Law shall be construed as giving the Lieutenant Governor, the Broadband Deployment Council, the nonprofit organization, or other entities any additional authority, regulatory or otherwise, over providers of telecommunications, broadband, and information technology. Creates the High Speed Internet Services and Information Technology Fund as a special fund in the State treasury, to be used, subject to appropriation, by the Lieutenant Governor for purposes of providing grants to the nonprofit organization enlisted under the Law. Provides that on the effective date of the Law, all moneys in the Digital Divide Elimination Infrastructure Fund which have not already been distributed or ordered distributed by the Illinois Commerce Commission shall be transferred to the High Speed Internet Services and Information Technology Fund. Contains other provisions concerning local governmental entities who undertake local broadband projects. Amends the Universal Telephone Service Protection Law of 1985 in the Public Utilities Act. Provides that a telecommunications carrier that is not subject to regulation under an alternative regulation plan pursuant to specified provisions may reduce the rate or charge for a noncompetitive service, service element, feature, or functionality offered to customers on a separate, stand-alone basis or as part of a bundled service offering by filing with the Commission a tariff that shows the reduced rate or charge and all applicable terms and conditions of the noncompetitive service, service element, feature, or functionality or bundled offering. Provides that provisions concerning basic local exchange service quality and the consumer complaint resolution process do not apply to telephone cooperatives. Changes the repeal date of the Universal Telephone Service Protection Law of 1985 from July 1, 2007 to July 1, 2009.

Amends the Illinois Vehicle Code and the State Finance Act. Provides that the Secretary of State, in compliance with the federal REAL ID Act, may issue a driver's certificate that clearly states on its face that it may not be accepted by any federal agency for federal identification or any other official purpose. Provides that the driver's certificate must be distinguishable from a driver's license or permit. Provides that an applicant for a driver's certificate must pay an additional fee of not less than $50, to be set by the Secretary of State by rule, to be deposited into the Secretary of State Driver's Certificate Fund, a special fund created in the State treasury. Provides that moneys deposited into the Fund shall be used for the additional costs associated with driver's certificates. Provides that a person denied a driver's certificate may seek administrative review. Provides that a driver's certificate may not be used to obtain a Firearm Owner's Identification Card or a driver's license from another state. Provides that the new provisions regarding issuance of driver's certificates become inoperative after 5 years; however, any document issued under those provisions shall remain valid until the date set forth on the document. Contains provisions regarding administrative procedure, severability, and other matters. Effective immediately.
