Designates March 25, 2010, and each March 25th thereafter, as Greek Independence Day in the State of Illinois.

Amends the Property Tax Code. Provides that, for appeals to the Property Tax Appeal Board requesting a change in assessed value of $1,000,000 or more on non-farm property other than that consisting of 6 or fewer residences, appellant must notify affected municipalities, school districts, and community college districts and the taxpayer of record if the taxpayer is not the appellant (now, if a change of $100,00 or more is sought, the board of review must notify all taxing districts). Sets forth procedures and requires proof of service.
Amends the Cigarette Tax Act. Makes a technical change in a Section concerning tax stamps.
Amends the Consumer Installment Loan Act. Makes a technical change in a Section concerning a license required to engage in the business of making loans of money in a principal amount not exceeding $25,000.
Creates the Trade Show Income Tax Credit Act. Authorizes the Department of Commerce and Economic Opportunity to award income tax credits to trade show managers for locating large trade shows in Illinois and using Illinois labor. The credit ranges from 25% to 45% of Illinois labor expenditures, up to $10,000 per applicant per trade show. Promotes training and recruitment and a diversity plan. Allows for transfers of credits. Requires reports by the Department. Amends the Illinois Income Tax Act to implement the credit. Effective immediately.
Amends the Illinois Vehicle Code. Prohibits a recyclable metal dealer from acquiring or possessing a vehicle, junk vehicle, vehicle cowl, or essential vehicle parts for the purpose of processing them into a form other than a vehicle unless the recyclable metal dealer is also licensed as a scrap processor. Makes various changes regarding: furnishing documentary proof of ownership to a scrap processor; information to be recorded by a scrap processor on a weight ticket or affixed to a weight ticket; maintenance of records by a scrap processor; penalties for failure to record certain information or failure to acquire and maintain documentary proof of ownership; affirmative defenses; admissibility of evidence; disposition of essential parts; and other matters. Provides that a scrap processor who finds a nonconforming vehicle identification number on documentary proof of ownership of a vehicle, junk vehicle, or vehicle cowl provided by a person attempting to dispose of the item shall report the offense to the Secretary of State, and provides for penalties for violations. Prohibits scrap processors from using the Secretary of State Uniform Invoice for any purpose under the Dealers, Transporters, Wreckers and Rebuilders Chapter of the Code, and provides for penalties for violations. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning a search without a warrant.
Appropriates $1,600,000 from the General Revenue Fund to the Board of Trustees of the University of Illinois for the Hispanic Center of Excellence at the University of Illinois at Chicago College of Medicine, Department of Medical Education. Effective July 1, 2009.
Declares that the Illinois House of Representatives shall not be in session, recess to the call of the chair if the House has convened, convene any committee during any session of the House, or convene any commission created by Illinois law that has legislative membership during session days when the Illinois Police Officers Memorial or Illinois Fallen Firefighter Memorial Firefighter Medal of Honor Awards Ceremony is taking place.
Amends the Abused and Neglected Child Reporting Act. Makes a technical change in a Section concerning the short title.
