PEN CD-CHIC POLICE-WIDOWS

Amends the Chicago Police Article of the Illinois Pension Code. Provides that the amount of the annuity of a widow of a policeman who first became a participant of the fund before January 1, 2011 and the annual increases in that annuity shall be equal to the annuity and annual increases provided for the widow of a policeman who first became a participant of the fund on or after that date.

VEH CD-SPECIAL PLATES-ABATE

Amends the Illinois Vehicle Code. Provides for the issuance of ABATE special license plates for passenger vehicles of the first division, motor vehicles of the second division weighing not more than 8,000 pounds, and motorcycles. Provides that, in addition to the appropriate registration fees, an applicant for the special plates shall be charged a fee of $15 at original issuance and $2 at each renewal. Provides that the additional fees shall be deposited into the Secretary of State Special License Plate Fund. Effective January 1, 2012.

VEH CD-CORPORATE SPECIAL PLATE

Amends the Illinois Vehicle Code. Provides that the Secretary of State shall contract with a private entity to develop a system for generating and administering corporate-sponsored license plates. Provides that the corporate-sponsored license plates shall display the name, likeness, or logo of Illinois companies, and the corporate-sponsored license plate may not display the name, likeness, or logo of more than one company. Provides that the private entity and the company displaying its name, likeness, or logo shall submit a design for the plate to the Secretary of State, who shall have the authority to approve or reject any design. Provides that an applicant for the special plate shall be charged a $25 fee for original issuance and renewal in addition to the appropriate registration fee. Provides that for each original issuance and renewal, the private entity shall be charged $75, and the private entity may collect this fee from the company displaying its name, likeness, or logo on the plate. Provides that the Secretary of State is not required to issue corporate-sponsored license plates until a sufficient number of applications have been received to cover the total costs of issuance.

PEN CD-ART 5-BOARD

Amends the Chicago Police Article of the Illinois Pension Code. Removes limitations on the rank of policemen who may serve on the board of trustees. Provides that the members of the board of trustees employed by the City (rather than specifying certain policemen) shall be detailed by the Police Superintendent to the office of the board for the duration of their terms as trustees. Makes changes in provisions concerning election of the policemen members. Effective immediately.

Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides that, beginning January 1, 2012, for firemen born on or after January 1, 1955, the automatic annual increases in retirement annuity shall be 3% and shall not be subject to the 30% maximum increase restriction. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Appropriates the amount of $42,000,000, or so much thereof as may be necessary, from the General Revenue Fund to the State Board of Education for the loan of secular textbooks listed for use by the State Board of Education free of charge to any student in the State who is enrolled in grades kindergarten through 12 at a public school or at a school other than a public school that is in compliance with the compulsory attendance laws of the State and Title VI of the Civil Rights Act of 1964. Effective July 1, 2011.

VEH CD-PLATE LOTTERY & AUCTION

Amends the Illinois Vehicle Code. Provides that the Secretary of State shall adopt and implement the Tate Revenue Increase Plate Plan, or "TRIPP". Provides that in implementing TRIPP, the Secretary shall comply with requirements of the Illinois Procurement Code concerning sole source procurements. Provides that all currently issued license plates shall be classified as the personal property of the license plate holder, assigned a value of $1,000, and assessed an optional annual license fee to TRIPP in the amount of $120. Provides that a license plate owner who consents to the license fee is eligible for a weekly lottery cash prize and may sell his or her license plate by way of an Internet auction site established for that purpose and available on the State's Internet home page. Provides that certain persons may purchase additional entries into the lottery. Provides that a 25% privilege tax shall be assessed on the sale of a license plate and that the sale price of a plate auctioned under the new provisions shall become the new assessed value of the license plate. Provides certain exemptions from plate transfer fees and other sales requirements. Provides that disputes regarding TRIPP shall be adjudicated by an arbitrator appointed by the Secretary of State. Provides that 15% of all revenue generated by TRIPP shall be used as a license fee, and that no later than 30 days after the effective date of the amendatory Act, the Comptroller shall order transferred and the Treasurer shall transfer to the TRIPP licensor a license fee deposit equal to 10% of the first year's anticipated license fee payment, as calculated by a specified formula. Provides that the Secretary of State shall adopt rules to implement the new provisions. Effective January 1, 2013.
