RESALE VENDORS-REPORTING

Amends the Pawnbroker Regulation Act. Requires a resale vendor to provide transactional information to the superintendent or chief of police of the city or town in which he or she is doing business or to the sheriff of the county in which he or she is doing business, on a daily basis by the end of the next business day or on such less frequent basis as required by the law enforcement official. Contains provisions concerning the means a resale vendor shall provide the law enforcement official with the daily report. Requires resale vendors to hold all items purchased from the public for a period of 21 days after transmitting transactional information via facsimile or U.S. Postal Service or 10 days after transmitting transactional information electronically prior to selling, distributing, or altering goods in any way. Provides that in counties with more than 3,000,000 inhabitants, a resale vendor must provide the daily report to the sheriff only if the pawnshop or resale vendor is located in an unincorporated area of the county. Provides that not-for-profit organizations, charities, and businesses or corporations solely involved in the business of buying and selling clothing are exempt from reporting. Provides that resale vendors are not required to incur any costs or increased fees as the result of the city, town, or county collecting or processing records electronically.

Amends the Board of Higher Education Act and the Public Community College Act. Removes a provision that requires the Illinois Community College Board to submit its budget proposal to the Board of Higher Education. Requires the Illinois Community College Board to submit its budget proposal to the Governor, the General Assembly, the Governor's Office of Management and Budget, and the Commission on Government Forecasting and Accountability.

PENSION-CHI LABOR-DISAB OFFSET

Amends the Chicago Laborers Article of the Illinois Pension Code. With respect to certain duty and ordinary disability benefits and widow's compensation and supplemental benefits payable by the Fund, replaces existing provisions relating to the offset of amounts received under the Workers' Compensation Act or Workers' Occupational Diseases Act or related settlements with new provisions applying to those offsets and the administration, commencement, and amount of those benefits. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

AGING-LONG TERM CARE OMBUDSMAN

Amends the Illinois Act on the Aging. Authorizes the Office of Long Term Care Ombudsman to enter into an agreement with the Department of Healthcare and Family Services to facilitate obtaining federal matching funds. Sets forth the requirements of the agreement. Effective immediately.

STEEL PRODUCTS-DEFINITIONS

Amends the Steel Products Procurement Act. Makes changes to the definition of "steel products" and defines the term "manufactured". Adds additional exceptions to the requirement that steel products used under certain contracts must be manufactured in the United States. Effective immediately.

INTERSCHOLASTIC ORG-NEWS MEDIA

Amends the Interscholastic Athletic Organization Act. Changes the short title of the Act to the Interscholastic Athletic and Academic Organization Act. Provides that no public elementary or public secondary school in this State nor any association or other entity that sponsors, regulates, or in any manner provides for interscholastic athletic, academic, or other form of competition among schools and students within this State may infringe upon or attempt to regulate in any manner the dissemination of news or the use of visual images by the news media of interscholastic athletic, academic, or other form of competition among schools and students within this State. In a provision concerning the payment of dues and fees, changes a reference from any association or other entity that has as one of its purposes promoting, sponsoring, or regulating or in any manner providing for interscholastic athletics or any form of athletic competition among schools and students within this State to any association or other entity that has as one of its purposes promoting, sponsoring, or regulating or in any manner providing for interscholastic athletic, academic, or other form of competition among schools and students within this State. Makes a related change to the Act's long title. Effective immediately.
