Amends the Children with Disabilities Article of the School Code. In provisions concerning personnel reimbursement for children in hospital or home instruction, provides that a child qualifies for home or hospital instruction if it is anticipated that, due to a medical condition, the child will (instead of a child must due to a medical condition) be unable to attend school and instead must be instructed at home or in the hospital for a period of 2 or more consecutive weeks or on an ongoing intermittent basis. Defines "ongoing intermittent basis". Provides that there shall be no requirement that a child be absent from school a minimum number of days before the child qualifies for home or hospital instruction. Provides that home or hospital instruction may commence upon receipt of the required written physician's statement, but instruction shall commence not later than 5 school days after the school district receives the physician's statement. Provides that special education and related services required by the child's IEP or services and accommodations required by the child's federal Section 504 plan must be implemented as part of the child's home or hospital instruction, unless the IEP team or federal Section 504 plan team determines that modifications are necessary during the home or hospital instruction due to the child's condition. Effective immediately.

Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.

Urges the Governor and the Illinois Secretary of State to convene a task force or working group to explore, discuss, and coordinate efforts to conduct a public awareness campaign to educate the general public about the value of cycling to children, along with the safety benefits of children wearing bicycle helmets.

Shows support for the mission and spirit of the Northwestern University Dance Marathon, congratulates the marathon's dancers, supporters, and beneficiaries, and invites all people to join in celebrating the pride, potential, and power of the Northwestern University Dance Marathon and The Children's Heart Foundation on the weekend of March 4-6, 2011.

Creates the Community Health Center Construction Act. Provides that the Capital Development Board, in consultation with the Department of Public Health, shall establish the Community Health Center Construction Grant Program and may make grants to eligible community providers subject to appropriations. Provides that the grants shall be for the purpose of constructing or renovating new community health center sites, renovating existing community health center sites, and purchasing equipment to provide primary health care services to certain populations or areas. Contains provisions concerning grants, eligibility for grants, use of grant moneys, and reporting. Effective immediately.

Congratulates Lynn Goldman on her 15th year of volunteer service to The Lincoln Foundation for Performance Excellence.

Amends the Probation and Probation Officers Act. Provides that beginning January 1, 2011, minimum qualifications of probation officers shall include at least 30 hours per year in training or continuing education, provided that such training or continuing education programs have been approved in advance by the Division of Probation Services. Provides that beginning January 1, 2014, such minimum qualifications shall include at least 40 hours per year in training or continuing education, provided that such training or continuing education programs have been approved in advance by the Division of Probation Services.

Amends the Code of Civil Procedure. Provides that when a person dies before an action is filed against him or her, a court may appoint a special representative for that decedent, against whom an action may be brought without opening an estate. Deletes a provision requiring notice to heirs or legatees as the court directs, and provides instead that the plaintiff must notify all known heirs or legatees of the decedent by U.S. mail. Provides that any interested person may be substituted as the special representative for good cause shown. Provides that proceeding under this provision shall not bar the estate from filing counterclaims. Deletes a provision limiting recovery to proceeds of any liability insurance available to the estate. Provides that these changes apply to actions commenced or pending on or after the effective date of this amendatory Act. Effective immediately.

Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.

Creates the Compassionate Use of Medical Cannabis Pilot Program Act. Provides that when a person has been diagnosed by a physician as having a debilitating medical condition, the person and the person's primary caregiver may be issued a registry identification card by the Department of Public Health that permits the person or the person's primary caregiver to legally possess no more than 7 dried cannabis plants and 2 ounces of dried usable cannabis. Amends the Cannabis Control Act to make conforming changes. Provides that the provisions of the Act are severable. Provides that the Act is repealed 3 years after its effective date. Repeals the research provisions of the Cannabis Control Act. Effective immediately.
