Rep. Robyn Gabel

Amends the Illinois Dental Practice Act. Adds a provision that allows dentists with the appropriate training to administer vaccinations to patients 10 years of age and older pursuant to a valid prescription or standing order of a physician. Provides that vaccinations may only be administered for influenza, hepatitis B, HPV, and shingles. Effective immediately.

Amends the Counties Code and the Illinois Municipal Code. Provides that a county or municipality may not require a law enforcement officer to issue a specific number of citations or warnings within a designated period of time. Provides that a county or municipality may not, for purposes of evaluating a law enforcement officer's job performance, compare the number of citations or warnings issued by the law enforcement officer to the number of citations or warnings issued by any other law enforcement officer who has similar job duties. Limits home rule powers. Amends the Illinois Public Labor Relations Act. Provides that it shall be an unfair labor practice to require a peace officer to perform a duty that conflicts with the provisions of this amendatory Act.

Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning notice to the circuit clerk of support payments received by the Department of Public Aid.

Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.

Urges the Governor to design and execute a strategy to align the unique expertise and functions of 6 State entities - the Illinois Commission to End Hunger, the Illinois Commission on the Eradication of Poverty, the Illinois Local Food, Farms, and Jobs Council, the Illinois Commission on Volunteerism and Community Service, the Illinois Task Force of Social Innovation, Entrepreneurship, and Enterprise, and the Illinois Business Development Council - in an ongoing program to embolden and empower communities to advance low-cost and high-return strategies to help end hunger and poverty.

Urges the State Board of Education to: (1) identify potential federal grants for states that can be used for parenting programs and early care and education programs; (2) require early care and education programs; (3) require elementary, middle, and high schools to have family engagement policies and procedures in place that welcome and involve families in meaningful partnerships focused on children's learning; and (4) consider the potential benefits of requiring a course in parenting education as a prerequisite for high school graduation.

Shows support for the application of evidence-based multi-stakeholder endorsed (National Quality Forum) quality measures and requirements that health plans and providers report publicly on quality performance to improve patient outcomes and better inform patient choices in state Health Insurance Marketplaces and state-funded healthcare programs, including Medicaid.

Amends the Code of Civil Procedure. Makes a technical change in the short title Section.

Creates the Freedom from Drone Surveillance Act. Provides that a law enforcement agency may not use a drone to gather information. Permits the use of a drone by a law enforcement agency: (1) to counter a high risk of a terrorist attack by a specific individual or organization if the United States Secretary of Homeland Security determines that credible intelligence indicates that there is that risk; (2) if a law enforcement agency first obtains a search warrant signed by a judge authorizing the use of a drone; or (3) if a law enforcement agency possesses reasonable suspicion that, under particular circumstances, swift action is needed to prevent imminent harm to life or serious damage to property, or to forestall the imminent escape of a suspect or the destruction of evidence. Provides that a law enforcement agency may not own or use a drone that is equipped with any kind of lethal or non-lethal weapon. Provides that information obtained or collected in violation of the Act is not admissible as evidence in any criminal, civil, administrative, or other proceeding. Establishes certain information retention and reporting requirements concerning drone ownership and use.

Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning a drug testing program.
