Amends the Children and Family Services Act. Makes a technical change in a Section concerning the short title.

Amends the Probation and Probation Officers Act. Makes a technical change in a Section concerning the Redeploy Illinois Program.

Amends the Illinois Insurance Code. Deletes language that provides that moneys in the Insurance Financial Regulation Fund may be transferred to the Professions Indirect Cost Fund, as authorized under the Department of Professional Regulation Law of the Civil Administrative Code of Illinois.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that a health plan, including an Accountable Care Entity (ACE), a Care Coordination Entity (CCE), a Managed Care Community Network (MCCN), or a Managed Care Organization (MCO), that has met the Department of Healthcare and Family Services' requirements to provide services to Medicaid managed care enrollees must meet minimum specialty pediatric network adequacy requirements. Provides that to meet those requirements (i) a network must include at least one Pediatric Essential Community Provider; (ii) as determined by the Department, the health plan must show that its network has access to the full range of primary, specialty, and ancillary pediatric providers, and must ensure coordination and continuity of care among all providers; and (iii) the health plan must provide annual reports to the Department that demonstrate its assessment of pediatric provider networks and whether gaps in access to care have been identified, accompanied by a plan to remedy those gaps and monitor access to care in those specifically identified areas. Provides that a health plan must demonstrate to the Department that it meets certain minimum pediatric network adequacy requirements and that the Department may only contract with health plans serving children that meet the pediatric network adequacy requirements. Contains a provision concerning certain annual reports submitted by the Office of Health Innovation and Transformation created by Executive Order 14-01. Effective immediately.

Creates the Uniform Collaborative Law Act. Defines terms. Provides that the provisions of the Act are applicable to collaborative law participation agreements that meet the requirements of the Act signed on or after the effective date of the Act. Contains provisions concerning: requirements of collaborative law agreements; the beginning and conclusion of the collaborative law process; proceedings before a tribunal; disqualification of collaborative lawyers; disclosure of information; standards of professional responsibility and mandatory reporting; procedures for protecting parties from violent or coercive behavior; confidentiality; privileges; the authority of a tribunal if a collaborative agreement does not meet the requirements of the Act; uniformity of application and construction; and the Act's relation to the federal Electronic Signatures in Global and National Commerce Act.

Amends the Child Support Payment Act. Makes a technical change in a Section concerning the short title.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that one preventive dental visit a year shall be covered under the medical assistance program for pregnant women who are eligible for assistance. Removes a provision limiting adult dental services to emergencies. Effective July 1, 2013.

Amends the Illinois Optometric Practice Act of 1987. Permits a licensed optometrist to prescribe Dihydrocodeinone (Hydrocodone) with one or more active, non-narcotic ingredients only in a quantity sufficient to provide treatment for up to 72 hours, and only if such formulations are reclassified as Schedule II by the U.S. Food and Drug Administration.

Amends the Wildlife Code. Adds the Gray wolf, American black bear, and Cougar to the list of protected species under the Act.

Amends the Illinois Poison Prevention Packaging Act. Provides that electronic cigarette cartridges and liquids sold and marketed for the refilling of e-cigarette cartridges may be sold only in special packaging. Provides that the Department of Public Health shall adopt rules establishing the standards for special packaging to be used for e-cigarette products. Effective immediately.
