Amends the Lead Poisoning Prevention Act. Makes a change to the definitions and defines "certified renovator", "certified renovation firm", "child-occupied facility", and "renovation". Includes treatment and abatement programs and the implementation and enforcement of the Act as items for which moneys shall be appropriated from the Lead Poisoning Screening, Prevention, and Abatement Fund to the Department of Public Health. Adds to the prohibition against a person making inspections without first being licensed by the Department of Public Health a condition that a certified renovator who is testing painted surfaces to be impacted by a renovation using methods approved by the Department for use by a certified renovator shall not be considered an inspection. Makes changes in the provision concerning warrant procedures. Includes renovation in the provision concerning the manner of mitigation of lead hazards. Provides that all renovation must be performed by a certified renovation firm and that the certified renovation firm must utilize a certified renovator to supervise each renovation and all other staff must be certified renovators or trained by a certified renovator. Makes changes in the provisions concerning licensing and administrative action.

Creates the Family Leave Insurance Program Act to establish a fund to provide income support for men and women who are temporarily unable to work due to their own serious illness or their need to provide care to a newborn, newly adopted or newly placed foster child, or to a seriously ill family member. Provides for administration by the Department of Employment Security. Provides for an assessment upon employees and employers. Authorizes civil penalties. Effective January 1, 2015.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the Department of Juvenile Justice's aftercare program.
Amends the Code of Civil Procedure. In the list of circumstances under which a physician or surgeon is permitted to disclose information acquired in attending a patient in a professional character, provides that the physician or surgeon is permitted to disclose the information as otherwise provided by law.
Amends the Illinois Emergency Planning and Community Right to Know Act. Provides that the State Emergency Response Commission (SERC) shall by rule establish a schedule of annual fees that are due from any facility required to submit an inventory form. Provides that the rules shall establish procedures for collection and management of the fees and may include penalties for late filing of forms. Provides that the rules may provide an exemption for State, county, and municipal entities, special districts, and other public bodies or political subdivision that the Illinois Emergency Management Agency deems appropriate. Provides that fees collected by the SERC shall be deposited into the Emergency Planning and Training Fund and shall be used by the SERC, pursuant to appropriation, for its activities arising under the Act and a specified provision of the federal Superfund Amendments and Reauthorization Act of 1986. Provides that the SERC may make grants to local emergency planning committees to facilitate the disclosure of information about hazardous substances. Provides that, before implementing a grant program, the SERC shall adopt rules governing grant eligibility, application, and administration. Provides that all such fees shall be nonrefundable. Eliminates provisions concerning tier I inventory forms, and makes changes concerning tier II inventory forms. Makes other changes. Effective immediately.
Amends the Pharmacy Practice Act. Defines "bleeding disorder", "blood clotting product", and "established patient". Establishes certain requirements, standards of care, and business practices that pharmacies and pharmacists shall comply with when dispensing blood clotting products.
Creates the Sugar-Sweetened Beverages, Syrups, and Powder Tax Law. Imposes a tax on distributors of bottled sugar-sweetened beverages, syrups, or powders. Provides that the tax is imposed at the rate of $0.01 per ounce of bottled sugar-sweetened beverages sold or offered for sale to a retailer for sale in the State to a consumer. Provides that the distributor shall add the amount of the tax to the price of sugar-sweetened beverages sold to a retailer, and the retailer shall pass the amount of the tax through to the consumer. Requires those distributors to obtain permits. Contains provisions concerning the distribution of the proceeds. Effective January 1, 2015.
Amends the Gestational Surrogacy Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Health Benefits Exchange Law. Makes a technical change in a Section concerning the legislative intent.
Makes application to Congress for the calling of a convention for proposing amendments to the United States Constitution.
