Rep. Robyn Gabel

Creates the Home Birth Safety Act. Provides for the licensure of midwives by the Department of Financial and Professional Regulation. Creates the Illinois Midwifery Board. Sets forth provisions concerning qualifications, grounds for disciplinary action, and administrative procedures. Amends the Regulatory Sunset Act to set a repeal date for the new Act of January 1, 2027. Amends the Medical Practice Act of 1987, the Nurse Practice Act, and the Illinois Public Aid Code to make related changes. Effective July 1, 2016.

Urges the Centers for Disease Control and Prevention's Advisory Committee on Immunization Practices to recommend that incoming college students receive the meningitis B vaccine.

Amends the Day and Temporary Labor Services Act. In the Section containing legislative findings, adds a finding that temporary laborers are vulnerable to discriminatory practices. Defines "day or temporary labor applicant". In a Section concerning recordkeeping, provides that the day and temporary labor service agency shall keep a record of the race, ethnicity, and gender of each day or temporary laborer or day or temporary labor applicant, as provided by the person who requests employment with or is contracted by the day and temporary labor service agency (instead of "the race and gender of each day or temporary laborer sent by the day and temporary labor service agency"). Provides that the day and temporary labor service agency shall provide each day or temporary labor applicant with and retain a copy of a written notice signed by an employee of the day and temporary labor agency and specifying the date, time, and location the applicant requested employment. Provides that at the time of annual registration, the day and temporary labor service agency shall submit to the Department of Labor, on a form created by the Department, a report containing the information required by the new provisions, grouped by branch office, in the aggregate for all day or temporary laborers assigned within this State in the prior year. Provides that in the case of a health and safety or notice violation, a private right of action exists for compensatory damages and an amount between $50 and $500 for each violation (instead of "up to $500 for the violation"). Makes corresponding changes.

Amends the Medical Practice Act of 1987. Provides for the licensure of naturopathic physicians. Makes conforming changes in various other Acts. Effective immediately.

Amends the Election Code. Provides that specified government agencies shall assist individuals to register to vote unless the individual chooses to not register. Provides that employees of designated government agencies must inform the applicant of his or her right to opt out of this voter registration. Provides that employees must inform the applicant that if he or she is not a citizen of the United States, he or she must opt out. Provides that applicants opting out of the automatic voter registration shall not be required to disclose whether he or she is a citizen of the United States or his or her reason for opting out.

Creates the Young Adult Offenders Diversion Act. Contains only a short title provision.

Creates the Healthy Eating Active Living (HEAL) Act. Imposes a tax on distributors of bottled sugar-sweetened beverages, syrups, or powders at the rate of $0.01 per ounce of bottled sugar-sweetened beverages sold or offered for sale to a retailer for sale in the State to a consumer. Requires those distributors to obtain permits. Provides that 2% of the moneys shall be deposited into the Tax Compliance and Administration Fund for the administrative costs of the Department of Revenue, and 98% of the moneys shall be deposited into the Illinois Wellness Fund to be used for wellness programs and for expanded obesity prevention and treatment services for Medicaid beneficiaries. Creates an Advisory Council to govern the distribution of Illinois Wellness Fund moneys. Effective July 1, 2015.

Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department of Human Services shall increase rates and reimbursements so that on or before July 1, 2017 direct service personnel in residential and day programs serving individuals with developmental disabilities earn a starting wage of not less than $13 per hour. On or before July l, 2015 rates shall increase to fund a $1 per hour increase. Provides that on or before January 1, 2016 rates shall increase to fund an additional $1 per hour increase. On or before July 1, 2016 rates shall increase to fund an additional $1 per hour increase. Provides that on or before January 1, 2017 rates shall increase to fund an additional $0.65 per hour increase. Defines "direct service personnel". Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the amount of the payment rate for all nursing facilities certified by the Department of Public Health under the ID/DD Community Care Act as intermediate care facilities for the developmentally disabled or long term care for under age 22 facilities shall increase to fund: (1) a $1 per hour increase on or before July 1, 2015; (2) an additional $1 per hour increase on or before January 1, 2016; (3) an additional $1 per hour increase on or before July l, 2016; and (4) an increase to fund an additional $0.65 per hour increase on or before January l, 2017. Effective immediately.

Amends the Election Code. Provides that the State Board of Elections shall cross-reference the statewide voter registration database against the driver's license information kept by the Secretary of State at least 12 times each calendar year and shall share the findings with the election authorities. Effective immediately.

Amends the Mercury-Free Vaccine Act. Makes a technical change in a Section concerning the short title.
