Appropriates $2,500,000 from the General Revenue Fund to the Department of Human Services for the operation of the Prevention of Unnecessary Institutionalization program under the Prevention of Unnecessary Institutionalization Act. Effective July 1, 2003.

Amends the Illinois Income Tax Act. Removes language terminating the tax credit for start-up costs for providing employee child care. Exempts the credit from the sunset provisions of the Act. Effective immediately.
Amends the Firearm Owners Identification Card Act. Provides that a person who is not a federally licensed firearm dealer who desires to transfer a firearm to any other person may do so only through a federally licensed firearm dealer. Provides that the dealer must search its criminal history record information files and those of the Federal Bureau of Investigation, including the National Instant Criminal Background Check System, and the files of the Department of Human Services relating to mental health and developmental disabilities to obtain any felony conviction or patient hospitalization information which would disqualify a person from obtaining or require revocation of a currently valid Firearm Owner's Identification Card. Effective immediately.
Amends the Department of Public Health Act. Adds a caption to a Section concerning appropriations to health departments for the purpose of making contributions to the Illinois Municipal Retirement Fund.
Amends the Liquor Control Act of 1934. Provides that 1% of the proceeds from taxes imposed under the Act shall be deposited into the Alcoholism Prevention and Recovery Fund and used by the Department of Human Services to administer alcoholism prevention and recovery programs. Effective immediately.
Amends the Illinois Insurance Code. Makes technical changes in a Section concerning the short title.
Amends the Lobbyist Registration Act. Prohibits a lobbyist from serving as an officer, employee, or compensated appointee of the executive or legislative branch of State government.
Creates the Nanny Registration Act. Provides that no person may use the title "registered nanny" unless registered under the provisions of the Act by the Department of Children and Family Services. Provides that fess collected pursuant to the Act shall be deposited into the Nanny Registration Fund, a special fund in the State treasury. Amends the State Finance Act to create the Nanny Registration Fund.
Creates the Assault Weapons Ban Act. Provides that violations of the federal Assault Weapons Ban that were enacted as part of the federal Violent Crime Control and Law Enforcement Act of 1994 (Public Law 103-322) shall be violations of Illinois law. Effective immediately.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Defines "drug used in the treatment of" to mean (i) a drug used to treat a specified disease or illness or secondary conditions caused by the disease or illness and (ii) a drug used to treat side effects resulting from the use of a drug used to treat the disease or illness. Defines "disease" to mean a chronic and possibly recurrent illness of long duration, including pneumonia, bronchitis, or other similar illness. Increases the income eligibility level for both circuit breaker and pharmaceutical assistance to (i) 28,000 for a household containing one person, (ii) $35,000 for a household containing 2 persons, or (iii) $42,000 for a household containing 3 or more persons for the 2004 grant year and thereafter. Changes the $2,000 benefit cap per State fiscal year under the pharmaceutical assistance program to a $2,000 benefit cap per calendar year beginning January 1, 2005. Changes the coverage year for beneficiaries under the pharmaceutical assistance program from an annual renewal based on the application date of each beneficiary to a calendar coverage year for all beneficiaries beginning January 1, 2005. Effective immediately.
