Amends the Election Code. Prohibits certain gubernatorial appointees from soliciting campaign contributions on behalf of the incumbent Governor during the duration of the person's appointment.

Amends the Illinois Public Aid Code. In provisions concerning Medicaid rates for nursing homes, provides that for facilities licensed by the Department of Public Health under the Nursing Home Care Act as skilled nursing facilities or intermediate care facilities, the support component of the rates taking effect on July 1, 2008 shall be computed using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2006, updated for inflation to January 1, 2007. Provides that facilities shall have the support component of their Medicaid rate computed every year using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2 years prior to the year in which the new rate takes effect, updated for inflation to January 1 of the year prior to the year in which the new rate takes effect. Effective immediately.
Amends the Illinois Income Tax Act. Creates a tax credit, for taxable years ending on or after December 31, 2008 and on or before December 30, 2013, for individual taxpayers who, during the taxable year, pay costs for an eligible child to enroll in a qualified physical-fitness program. Provides that the credit is an amount equal to the lesser of (i) the total costs of all qualified physical-fitness programs paid in the taxable year for all eligible children of the taxpayer or (ii) $500. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Sets forth requirements for qualified physical-fitness programs. Requires the Department of Revenue, in consultation with the Department of Public Health and the State Board of Education, to adopt rules for the administration of the credit. Effective immediately.
Amends the Physician Assistant Practice Act of 1987. Makes a technical change in a Section concerning the short title.
Amends the Illinois Vehicle Code. Provides for the issuance of Sudden Infant Death Syndrome license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged an original issuance fee of $45 and a fee of $32 for each renewal. Provides that the additional original issuance fee and the renewal fee shall be deposited into the Secretary of State Special License Plate Fund.
Amends the Illinois Occupational Therapy Practice Act. Makes a technical change in a Section concerning the short title.
Amends the Environmental Protection Act. Provides that the Environmental Protection Agency has the duty to develop a statewide recycling program to promote the practice of recycling materials throughout the State, including, but not limited to, the recycling of plastic bottles used for beverages.
Amends the Medical Practice Act of 1987. Makes a technical change in a Section concerning the duties of the Department.
Amends the Communicable Disease Prevention Act. Provides that the Department of Public Health shall educate the public about human papilloma virus (HPV) and the availability of the HPV vaccine and promote immunization against HPV. Provides that the Department shall produce and distribute informational material regarding HPV and the HPV vaccine. Provides that the Department shall distribute the information through relevant Department programs and divisions. Provides that informational materials produced and distributed under the Section must include the recommendations of the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention and information regarding the availability of the vaccine. Effective immediately.
Amends the Registered Surgical Assistant and Registered Surgical Technologist Title Protection Act. Makes a technical change in a Section concerning the application for registration.
