Amends the Assisted Living and Shared Housing Act. Provides that the Assisted Living and Shared Housing Standards and Quality of Life Advisory Board shall give advice to the Director of Aging (instead of the Department of Public Health) concerning the activities of the assisted living ombudsman, and makes other changes concerning the Board's advice. Provides that the State Ombudsman, or his or her designee, shall serve as a nonvoting member of the Board. Provides that a quorum shall consist of a majority of those members appointed by the Director of Public Health, and eliminates a provision requiring the affirmative vote of 10 Board members for Board action. Provides that within 30 days after the effective date of this amendatory Act, the Director of Public Health shall call a meeting of the Board for the purpose of establishing a process and timetable for the review of the provisions of the Act and all administrative rules relevant to the implementation of the Act. Provides that upon completing this review, but no later than October 31, 2010, the Board shall meet with the Director and review their recommendations for changes to the Act and administrative rules. Effective immediately.

Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.
Amends the Illinois Income Tax Act to allow individual taxpayers, 65 years of age or older, a deduction for unreimbursed amounts spent on home health care services. Applicable to taxable years ending on or after December 31, 2008. Effective immediately.
Appropriates $500,000 from the General Revenue Fund to the Board of Trustees of the University of Illinois for costs associated with the creation of a State Health Policy Center at the University of Illinois at Chicago for the purpose of developing and implementing evidence-based policies to improve the health and healthcare of the people of Illinois. Effective July 1, 2008.
Appropriates $865,100 from the General Revenue Fund to the Department on Aging for expenses in connection with the Red Tape Cutter Program. Effective July 1, 2008.
Urges the Illinois Emergency Management Agency to complete and submit its preliminary damage assessment for the flooding that occurred in the State during September 2008 to the Federal Emergency Management Agency as soon as possible.
Amends the Osteopathic and Allopathic Healthcare Discrimination Act. Makes a technical change in a Section concerning violations.
Amends the Mail Order Contact Lens Act. Makes a technical change in a Section concerning violations and civil penalties.
Amends the Illinois Vehicle Code. Provides that an offender's eligibility for a restricted driving permit depends on whether denial of all driving privileges would cause undue hardship, as defined by rules adopted by the Secretary of State. Provides that a person convicted of 4 or more offenses of driving under the influence, leaving the scene of an accident involving death or personal injury, or reckless homicide, or a combination of those offenses, is not eligible for a restricted driving permit. Provides that the Secretary shall revoke the driving privileges of any person under the age of 21 convicted of an out-of-state offense similar to DUI. Provides that a second suspension of a person's driving privileges for an out-of-state offense similar to DUI, or a single suspension of that type, if coupled with a summary suspension under the Code or a DUI or reckless homicide conviction, shall result in the person's being prohibited from driving a vehicle that is not equipped with an ignition interlock device. Provides that a conviction of reckless homicide (as well as a conviction of DUI) increases the limitations that shall be imposed on a person's driving privileges.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide coverage for habilitative services, including, but not limited to occupational therapy, physical therapy, and speech therapy for children under the age of 19 with congenital or genetic defects existing at or from birth or with a defect acquired at a young age. Amends the State Mandates Act to require implementation without reimbursement.
