Amends the State Budget Law of the Civil Administrative Code of Illinois. Makes a technical change concerning submission of the State budget.
Amends the Private Sewage Disposal Licensing Act. Permits a unit of local government to require homeowners who maintain a private sewage disposal system within the unit of local government to provide verification, on an annual basis, to the unit of local government of a valid contract with a licensed private sewage disposal system installation contractor. Effective immediately.
Amends the Illinois Vehicle Code and the State Finance Act. Creates the Partnerships in Action Fund as a special fund in the State treasury. Provides for the issuance of Partnerships in Action license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged an original issuance fee of $40 and a fee of $27 for each renewal. Provides that $25 of the additional original issuance fee and $25 of the renewal fee shall be deposited into the Partnership in Action Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, all moneys in the Partnerships in Action Fund shall be paid to the Illinois Department of Human Services for the purpose of educational events and partnerships to reduce hunger, disease, illiteracy, and poverty.

Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the sexual exploitation of children.
Amends the Nurse Practice Act. Makes a technical change in a Section concerning a licensed practical nurse's scope of practice.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides for an annual increase in the household income amounts used to determine eligibility for a grant, the increase being equal to the cost-of-living increase designated under the federal Social Security Act.
In addition to any other amounts that may be appropriated for this purpose, appropriates the sum of $3,000,000, or so much of that amount as may be necessary, from the General Revenue Fund to the Department of Public Health for a grant to the Suburban Primary Health Care Council for costs associated with providing health care services to low income or uninsured persons. Effective July 1, 2008.
Amends the Illinois Public Accounting Act. Makes a technical change in a Section concerning the short title.
