Amends the School Code. Makes a technical change in a Section concerning the members of the State Board of Education.

Amends the Election Code. Makes a technical change in the Section of the campaign finance Article concerning the definition of "Board".
Amends the Telecommunications Article of the Public Utilities Act. Makes a technical change in a Section concerning injunctive relief.
Amends the State Finance Act. Makes a technical change in a Section concerning the Tobacco Settlement Recovery Fund.
Amends the Illinois Human Rights Act and the State Finance Act. Provides that, when a person files an "Employer Report Form" (PC-1) with the Department of Human Rights as specified to establish eligibility to be awarded a contract by a State agency, the person must pay a registration fee in an amount determined by the Department by rule. Provides that a person must also pay a registration fee in an amount determined by the Department by rule when the person files for renewal of eligibility. Provides that the fees shall be paid into the Department of Human Rights Special Fund, a new special fund. Provides that moneys in the Fund shall be used solely to fund the Department's public contract compliance monitoring program and other Department programs and activities. Effective January 1, 2009.
Appropriates $2 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for municipal projects. Effective July 1, 2008.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning definitions.
Amends the Riverboat Gambling Act. Provides that applications for owners licenses shall be considered in accordance with the rules of the Illinois Gaming Board (deleting statutory deadlines for filing the applications). Makes changes in provisions concerning the determining factors in the Board's decision in granting owners licenses. Makes changes concerning the criteria for an occupational license. Provides that excursion cruises shall not exceed 4 hours for a round trip, but that the Board may grant express approval for an extended cruise on a case-by-case basis. Provides exceptions to the requirement that gambling equipment and supplies must be purchased or leased only from suppliers licensed under the Act. Provides that any winnings that are a result of a wager by a person under age 21 shall be treated as winnings for privilege tax purposes, confiscated, and forfeited to the State and deposited into the Education Assistance Fund. Provides that the privilege tax shall be paid to the Board not later than 5:00 (was 3:00) o'clock p.m. of the day after the day when the wagers were made. Provides that a person under the age of 21 who enters upon a riverboat commits a petty offense and is subject to a fine. Makes other changes. Effective immediately.
